Submission must be done online via the OBP E-Procurement portal. All required company documents and attachments must be uploaded with the bid application. Quotations must be on company letterhead and strictly in PDF format (Word or Excel submissions will be rejected). Submissions via email will not be accepted. Bidders must register on the OBP E-Procurement portal in advance; login credentials will be provided upon approval. OBP reserves the right to cancel or re-advertise the RFQ. If no response is received within 14 days of the closing date, the RFQ was unsuccessful. Compulsory returnable documents: SBD4 Bidder’s Disclosure (fully completed, signed, and submitted). Minimum 3 years' experience in garden services/landscaping in commercial/industrial/manufacturing environment, with two contactable reference letters ≤24 months old. Valid COID letter of good standing. Proof of equipment ownership/maintenance records. All employees must have certified training on gardening equipment. Registered on Central Supplier Database (CSD) and tax compliant. Submission of SBD4 disclosure form and SBD6.1 preference points claim form. B-BBEE certificate required for preference points.

Scope: Provide terrain maintenance and gardening services for 12 months across OBP facilities, including: OBP Main Site (perimeter fences), Residential Houses and surroundings, Experimental Animal Facilities (stables, paddocks), stormwater drainage systems, roads, paved areas, parking lots, lawns, flowerbeds, and veld grass areas. Key responsibilities: Deploy a minimum of 8 gardeners and 1 onsite supervisor daily. Maintain ~364,574 m² of grounds and ~310,577 m² of agricultural land (de-bushing). Weekly tasks: mow lawns, trim edges, maintain veld grass, remove weeds from fence lines/paved surfaces, maintain flowerbeds/shrubs/hedges/trees, clean paved areas/roads/parking lots/drains/gutters. Bi-annual tasks: maintain fire breakers (using Motor Grader) and de-bushing. Daily waste removal and legal disposal required. Stable/paddock areas must remain weed-free without herbicides. Equipment: Must supply and maintain all tools, including ride-on/petrol lawnmowers, brush cutters, leaf blowers, chainsaws, tractor/slasher, hand tools, herbicides/pesticides/fertilizers, generator, and Motor Grader. Faulty equipment must be replaced within 24 hours. Service standards: Maintain a clean, safe, and aesthetically pleasing environment with uninterrupted service delivery.

Service provider must: Deploy a minimum of 8 gardeners and 1 supervisor daily. Maintain ~364,574 m² of grounds and ~310,577 m² of agricultural land (de-bushing). Weekly: mow lawns, trim edges, maintain veld grass, remove weeds, maintain flowerbeds/shrubs/hedges/trees, clean paved areas/roads/parking lots/drains/gutters. Supply and maintain all required equipment, tools, consumables, and PPE. Replace faulty equipment within 24 hours.

Service providers must have a minimum of 3 years’ experience in garden services/landscaping in a commercial, industrial, or manufacturing environment. Proof required: at least 2 contactable reference letters (not older than 24 months). All employees must be trained and assessed as competent on all gardening equipment used; certificates of training and assessment must be provided.

Payment terms: 30 days after statement. Prices must be VAT exclusive (VAT vendors must indicate status; otherwise, prices will be evaluated as exclusive). Quotation must include offer validity and lead time. Fluctuations in exchange rates (where applicable) are not OBP’s responsibility. Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant.

Compulsory compliance requirements (immediate disqualification if not submitted): Valid B-BBEE certificate (for preference points: 51% black ownership, 30% women ownership, or disability confirmation). Valid COID letter of good standing. Registered waste transporter permit for waste removal. Proof of licensed landfill/waste handling facility for disposal/treatment of OBP waste, including proof of account/relationship with the facility. Proof of ownership (maintenance/service records) or access (supplier account) for all listed gardening equipment. Minimum 3 years’ experience in garden/landscaping services for commercial/industrial/manufacturing environments (proof: 2 contactable reference letters, not older than 24 months). All employees must be trained and assessed as competent on all gardening equipment (certificates required). SBD4 Bidder’s Disclosure (fully completed and signed). CSD registration and tax compliance report. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

Preference points (20 total) are awarded for specific goals: 10 points for a valid B-BBEE certificate showing at least 51% black ownership; 8 points for at least 30% women ownership; 2 points for disability (doctor’s note, Department of Labour confirmation, or equivalent). Proof must be submitted with the quotation.

Service provider must: Maintain a clean, safe, and aesthetically pleasing environment. Ensure continuous service delivery. Comply with all health, safety, and environmental requirements. Supply and maintain all PPE for employees. Equipment must be safe and operational; faulty equipment must be replaced within 24 hours.

Bidder must provide proof of a licensed landfill site or waste handling facility for disposal/treatment of waste generated at OBP. Proof of account/relationship with the facility is required. All gardening waste must be legally disposed of on the same day it is generated. Stable and paddock areas must remain weed-free without the use of herbicides.

Contract is subject to the General Conditions of Contract (July 2010) for government procurement. Bidders must certify that all information is true and correct. Fraudulent claims may result in disqualification, cost recovery, contract cancellation, business restrictions (up to 10 years), or criminal prosecution. Contracts are binding for the indicated validity period. Payment terms: 30 days after statement. Exchange rate fluctuations are not OBP’s responsibility.

OBP reserves the right to cancel or re-advertise the RFQ. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers will be automatically disqualified. Bids must be independent; collusive bidding is prohibited. Suspicious bids may be reported to the Competition Commission or National Prosecuting Authority (NPA).

Compulsory requirements: Registered waste transporter permit for waste removal. Quotation must indicate the number of employees deployed daily (minimum 8 employees + 1 supervisor). Proof of licensed landfill/waste handling facility and account/relationship with the facility. Proof of ownership (maintenance/service records) or access (supplier account) for all gardening equipment. Valid COID letter of good standing. Failure to submit any requirement results in immediate disqualification.

Evaluation uses the 80/20 Preferential Procurement Framework Act system: 80 points for price, 20 points for specific goals. Price scoring: Ps = 80(1 - (Pt - Pmin)/Pmin). Preference points: 10 for 51% black ownership, 8 for 30% women ownership, 2 for disability. Failure to submit proof forfeits preference points. Total must equal 100%.
