Late submissions will not be considered. Bids must be submitted on official forms provided (not re-typed) and bound to minimise lost pages. Mandatory documents include: signed SBD 1, SBD 4, SBD 6.1, Bid Submission Certificate, CSD registration proof, and all certificates listed in the returnable documents checklist. Failure to submit any mandatory document will result in automatic disqualification. Mark evaluation copies as 'Copy for evaluation' and number all pages sequentially.
Evaluation Criteria

Stage 2 - Technical evaluation against specifications (minimum threshold required to proceed). Stage 2A - Written response evaluation. Stage 2B - Due diligence interviews or proof of delivery (if shortlisted). Stage 2C - Reference verification. Stage 3 - Price/Preference evaluation: lowest-priced bid receives maximum points (80 or 90), others ranked proportionally. Preference points (B-BBEE) are added to the price score for final ranking. Stage 4 - Tax compliance check (7 working days to rectify non-compliance). Stage 5 - Award to highest combined score bidder, subject to administrative documentation.
Technical Specifications

Deliverables: Electrical connection to main power supply, conduit installation (routed around building perimeter), trench excavation (300mm wide, 500mm deep, 100m long), voltage drop <5% (calculation required), circuit breaker connection, trench backfilling and soil compaction, and issue Electrical Certificate of Compliance (CoC) upon completion. Special requirements: Proof of previous similar electrical work (invoices + CoCs), valid Wireman’s licence (DoL), valid CIDB Grade 1 EB or higher, valid COIDA Letter of Good Standing.
Financial Requirements

Payment via written purchase orders; funding guaranteed at order placement. Price quoted remains fixed for contract duration unless adjusted per SCC. Total contract value includes 15% VAT.
