Scope: Supply and delivery of groceries to the NLC KwaZulu-Natal Provincial Office for a period of 12 months, as and when required.

Detailed Grocery List:

1. Jacobs Coffee (200g case): 4 cases (24 units total).

2. Brown Sugar (10kg): 5 units.

3. Freshpak Rooibos Tea (80 teabags): 6 units.

4. Five Roses Ceylon Teabags (100s): 3 units.

5. Clover Full Cream Long Life Milk (6x1L): 24 packs.

6. Nestle Creamora (750g – bulk case): 1 case (20 units).

7. Brookes Tru-Lem (2 Liter): 5 units.

8. Little Bee Honey (1kg): 5 units.

9. aQuelle Still Water (12x500ml): 8 packs.

Key Requirements:

• The service provider must provide a sample before printing/delivery (if applicable).
• Delivery will be to the KZN NLC Offices on a date to be communicated.
• All groceries supplied must be fresh, of good quality, and within their expiry dates.
• A printed copy of the specification must accompany every delivery.
• The successful service provider will report to the NLC’s Corporate Performance Department.

• The NLC seeks an 'experienced service provider' but no specific years of experience or key personnel qualifications are stipulated.
• Bidders must demonstrate commitment to B-BBEE in ownership, skills transfer, employment equity, and SMME development.
• For mandatory assessment, bidders may be required to submit hard copies of certified qualifications or certificates within 3 working days if requested.

• Pricing must be submitted using the NLC Excel pricing sheet provided.
• The pricing proposal must be submitted separately from the technical proposal in the designated pricing submission folder.
• The NLC conducts regular supplier performance reviews against the contract deliverables.

• The bid will be evaluated on price, which carries a maximum of 80 points.
• The contract is for a 12-month period, with delivery as and when required.

• The NLC conducts regular supplier performance reviews, including annual reviews for contracts longer than a year.

Mandatory Registrations and Certificates:

• Central Supplier Database (CSD): Registration is mandatory. Provide your CSD number and attach a CSD Summary Report.
• Tax Compliance: Provide a valid SARS Tax Compliance Status PIN. If no PIN is available, provide your CSD number.
• B-BBEE: Submit a valid B-BBEE Certificate or Sworn Affidavit (for EMEs and QSEs) to qualify for preference points.
• Compensation for Occupational Injuries and Diseases Act (COIDA): The bidder warrants that all employees are covered. The NLC may request proof of registration and good standing.
• Joint Ventures: If bidding as a joint venture, submit a signed Joint Venture agreement.
• Standard Bidding Documents: Fully complete and sign SBD 1, SBD 4, and SBD 6.1.
• POPIA: Submit an original signed consent form for the processing of personal information.
• Foreign Suppliers: Must complete the foreign supplier questionnaire in SBD 1. Only foreign suppliers with no local entity are exempt from CSD registration.
• Restrictions: Bids from persons in the service of the state, or companies with directors/members in the service of the state, are not allowed.

• The Bidder warrants that all employees (including subcontractors) are covered under the Compensation for Occupational Injuries and Diseases Act (COIDA).

4. Price and Specific Goals: 80 points for price (formula-based), 20 points for B-BBEE and equity goals (Black Ownership, Black Women Ownership, Black Youth Ownership, Ownership by Persons with Disabilities).

5. Due Diligence and Award: NLC may conduct due diligence and negotiate final offers.
