Scope: Supply, delivery, fitment, and balancing of tyres for various municipal vehicles, including tipper trucks, bakkies, and TLB CATs. Tyre sizes and vehicle types are specified in the technical requirements.

Submit sealed bids clearly marked with the project name and bid number (RFQ2026/27/001) to the Tender Box at Kgatelopele Local Municipality, 222 Barker Street, Danielskuil, 8405, on or before 12:00 on 10 July 2026. Late submissions will not be accepted. Bids must be submitted on official forms (not re-typed) and in black ink. Only the original bid is to be submitted. Supply, delivery, fitment, and balancing of tyres for the following vehicle types and tyre sizes: Tipper Truck (195R 15/1065), Nissan NP 300 (195R 15/1065), Isuzu Bakkie (7.50R 16/1227), GWM Bakkie (215 R 15/1105), TLB CAT (16.9/283 and 12.5/80-183), Toyota Cross (215/60 R 17 X 5). Bidders must specify the brand of tyres offered in their submission. Failure to specify the brand will result in automatic disqualification. All delivery costs must be included in the bid price.

Bidders must provide a detailed pricing schedule in the prescribed format, including: description, brand, quantity, cost per unit, and total cost (excluding and including VAT). Only firm prices in ZAR will be accepted. Prices must include all duties, taxes (except VAT), levies, and delivery costs. VAT must be shown separately. The total cost must match the front page of the document. Non-compliance with pricing requirements may result in disqualification.

Bidders must submit a pricing schedule with firm prices (non-firm prices will not be considered). Prices must be inclusive of VAT and all other applicable taxes, duties, and levies. The pricing schedule must include: description, brand, quantity, cost per unit, and total cost (excluding and including VAT). Prices must be in ZAR and fixed for the contract duration. Bidders must factor all related costs (e.g., transportation) into the unit price. The total cost must be reflected on the front page of the document. Offer validity period: 90 days from closing date (10 July 2026).

Mandatory documents: Tax Clearance Certificate (or SARS PIN), CSD Registration Report, Municipal Rates Account (not in arrears for >90 days or lease agreement with owner’s municipal account), Certified ID copies of directors/managers, Company Registration Certificates, Declaration of Interest (MBD4), Certificate of Independent Bid Determination (MBD9), Preferential Procurement Document (MBD6.1), Declaration Certificate for Local Production and Content, Declaration of Past Supply Chain Management Practices (MBD8), Valid/Certified B-BBEE Certificate or sworn affidavit. Bidders must be registered on the Central Supplier Database (CSD). Failure to provide any required document will result in disqualification. No bids will be accepted from persons in the service of the state. Bidders must sign all relevant fields in the tender documents.

Bids will be evaluated for B-BBEE compliance. Bidders must submit a valid B-BBEE certificate or sworn affidavit. Preferential Procurement Regulations (2022) and the Broad-Based Black Economic Empowerment Act apply. Local content will be considered where applicable, and bidders must complete the relevant sections of the bid document.

The successful bidder must sign a written Contract Form (MBD7). The contract will be subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations (2022), General Conditions of Contract (GCC), and any special conditions of contract (2015). The municipality may cancel the tender process or reject all bids at any time before contract formation.

The municipality reserves the right to accept the whole or part of any quote, reject any or all bids, or re-advertise. No reasons will be given for acceptance or rejection. Bids from persons in the service of the state will not be considered. The bid is subject to the Preferential Procurement Policy Framework Act, Preferential Procurement Regulations (2022), GCC, and any special conditions of contract.

Minimum requirements: CSD registration, tax clearance certificate, municipal rates account (or lease agreement), certified ID copies of directors/owners, company registration certificates, and signed completion of all relevant fields. Failure to meet these requirements will result in a non-responsive tender. Bidders must not alter tender documents except as instructed by the municipality.

Evaluation will use an 80/20 preference points system. Bids will be assessed for responsiveness, financial offer, and preference points (including B-BBEE and local content). Non-responsive bids will be rejected. The municipality reserves the right to accept or reject any bid without providing reasons.
