• This RFQ is for the appointment of a service provider to supply, deliver, and install CCTV surveillance equipment and related accessories for Trade & Investment KwaZulu-Natal.
• The organization is a Schedule 3C public entity promoting trade and investment in KwaZulu-Natal.
• The project aims to upgrade security infrastructure with a modern IP-based CCTV solution to enhance coverage, recording capacity, image quality, and centralized monitoring.

• Your quotation must remain open for acceptance for 90 days from the RFQ closing date.
• All bidding costs are borne by the bidder; TIKZN is not liable for any costs incurred.

Must be registered on Central Supplier Database (CSD) with valid MAAA number. Must be tax compliant (verified via CSD or SARS). Must submit all mandatory SBD forms fully completed and signed. Must not be listed in Register for Tender Defaulters/Restricted Suppliers. Must quote on all specified items/quantities. Price must be inclusive of all taxes (VAT).

Scope: Supply, delivery, and installation of CCTV surveillance equipment, networking equipment, and associated cabling to enhance security monitoring.

• Key Deliverables:

• 1 x Hikvision DS-9632NI-M16 M Series 8K NVR.
• 5 x Seagate SkyHawk 16TB Surveillance Hard Drives.
• Installation and configuration services.

• Performance Expectation: The storage solution must provide a minimum video retention period of 12 months, subject to camera count, recording resolution, frame rate, and motion detection settings.
• Purpose: To improve physical security, real-time monitoring, incident response, evidence retention, and overall safety of employees, visitors, and assets.
• The solution must be a modern IP-based system, scalable for future expansion and compatible with industry standards.

• Specific pricing schedule or bill of quantities is not provided. Bidders must quote on all items in the Scope of Work.
• Price must include all taxes and will be scored out of 80 points.

• Your price quotation must be inclusive of all applicable taxes, including VAT.
• The price component is scored out of 80 points in the evaluation.

Mandatory for bid consideration:

• Central Supplier Database (CSD) registration – submit proof (CSD report or MAAA number).
• Tax Compliance: Provide SARS PIN or TCS certificate; tax status will be verified.
• B-BBEE: Submit a B-BBEE Certificate or Sworn Affidavit to qualify for preference points.
• Completed statutory forms: SBD 4 (Declaration of Interest), SBD1 (Invitation to Bid), POPIA consent form, and SBD 6.1 (Preference Points Claim).
• Foreign suppliers must complete a questionnaire; if not liable for RSA taxation, CSD registration may suffice.
• Persons in the service of the state, or companies with such directors/members, are disqualified.

• B-BBEE Certificate or Sworn Affidavit must be submitted to claim preference points.
• Specific goals include points for Youth Owned Enterprises (51% or more) and promotion of enterprises in eThekwini Municipality.

• The CCTV system is intended to improve the overall safety of employees, visitors, and organizational assets through enhanced monitoring and incident detection.

• The successful bidder will be required to sign a written contract (SBD7).
• The organ of state reserves the right to verify any preference claims and may disqualify, cancel the contract, or impose restrictions for fraudulent claims.
• Contractual penalties include possible blacklisting for up to 10 years and criminal prosecution for fraudulent conduct.

• No RFQ is deemed accepted until a formal contract/letter of award/order is issued.
