Scope: Provision of CompTIA Security+ training for two Trade & Investment KwaZulu-Natal staff members.

• Training must comprehensively cover:

1. Network security.
2. Compliance and operational security.
3. Threats and vulnerabilities.
4. Application, data and host security.
5. Access control and identity management.
6. Cryptography.

• Duration: 3 days.
• Mode of delivery: Online/virtual, delivered by a suitably qualified facilitator.
• Assessment and certification: Delegates must undergo an assessment/examination to receive a certificate of competency.
• Purpose: To equip staff with skills to execute key performance indicators and align with the entity's mandate to build institutional capacity.

• Mode of delivery: Online/virtual, delivered by a suitably qualified facilitator.

Experience and qualifications required:

• Bidder must submit facilitator's CV and qualifications as supporting documents.
• Bidder must provide proof of accreditation with relevant bodies and facilitator accreditation.

Price quotations must be inclusive of all applicable taxes (including VAT).

No other financial requirements such as bonds, guarantees, or payment terms are specified.

Mandatory compliance documents:

• Proof of registration on Central Supplier Database (CSD)/SARS PIN.
• Completed and signed SBD 4 (Declaration of Interest).
• Completed and signed SBD1 (Invitation to Bid).
• Completed and signed POPIA consent form.

• B-BBEE: Specific goal for black ownership (51% or more) scores 20 points; proof via ID copies, CSD report, CIPC registration, B-BBEE certificate, or affidavit.
• Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers will be disqualified.

B-BBEE requirements:

• Specific goal: Black ownership of 51% or more scores 20 points; less than 51% scores 0 points.
• Proof of claim: ID copies of directors, CSD report, company registration (CIPC), B-BBEE certificate, or affidavit.

Contract terms:

• No RFQ is deemed accepted until a formal contract/letter of award/order form is prepared and executed.
• The quotation remains open for acceptance by Trade & Investment KwaZulu-Natal for 90 days from the RFQ closing date.
• The service provider bears all costs of bidding; the entity is not liable for any costs regardless of the outcome.
• Fraudulent claims or non-fulfilment of conditions may result in disqualification, cost recovery, contract cancellation, restriction from public sector business for up to 10 years, and criminal prosecution.

General requirements:

• Bidder must answer YES/NO and provide proof of accreditation with relevant bodies and facilitator accreditation.
• Failure to meet all mandatory requirements leads to disqualification.

Additional evaluation criteria:

• RFQ responses evaluated on 80/20 price and specific goals system.
• Completed SBD 6.1 must be submitted per Preferential Procurement Regulations 2022.
• Tax compliance verified via CSD or SARS e-Filing before award; non-compliance may lead to exclusion.
