3. Municipal rates and taxes statement (not older than 90 days and not in arrears > 90 days).

4. Signed Declaration of Interest (MBD 4).

5. Declaration of past supply‑chain management practices (MBD 8).

6. Certificate of Independent Bid Determination (MBD 9).

7. Proof of CSD registration / MAAA Supplier Number.

• Quotations must be on company letterhead, in PDF format (no Word, Excel or pictures).
• Include total amount inclusive of all applicable taxes (VAT 15 %). Failure to include taxes leads to disqualification.
• Quote must be firm – no exchange‑rate variations or conditional pricing.
• Offer must be valid for 60 days from the closing date.
• Late submissions (after 15 April 2026 16:00) will be rejected.
• Brand name must be stated where required; quotations without brand names will be rejected.
• All delivery costs must be included in the price.
• Provide a copy of a valid lease agreement or municipal account statement (not older than 3 months) if applicable.

• Quotations are scored on an 80/20 point system:

– 80 points are allocated to price (firm price, inclusive of all taxes, delivery costs).

– 20 points are allocated to specific goals as defined in the Preferential Procurement Regulations 2022 (e.g., B‑BEE ownership, local content, etc.).

• Preference points claim form (MBD 6.1) must be submitted to claim the 20 specific‑goal points; failure to provide supporting documentation will result in zero points for specific goals.
• Minimum threshold: price must be firm and inclusive of VAT; any quotation missing mandatory documents will be disqualified before scoring.
• Evaluation stages: 1) Administrative compliance check (returnable documents, CSD registration, tax clearance, B‑BEE); 2) Technical compliance (specification, datasheet, brand name); 3) Financial evaluation (price scoring); 4) Preference points assessment.
• The lowest acceptable tender price will be used to calculate price points under the 80/20 system.

• Submit a pricing schedule (MBD 3.1) in RSA Rand, signed and dated, valid for 60 days.
• Total quotation value must be inclusive of all applicable taxes; omission of taxes leads to disqualification.
• No performance bond or guarantee is explicitly required in the document.
