• Your quotation must be on company letterhead and the RFQ document must be fully completed and signed.
• You must submit the following returnable documents: fully completed and signed RFQ; official quotation on company letterhead; latest Tax Clearance; latest B-BBEE certificate (SANAS accredited) or sworn affidavit for EME/QSE; CSD Report (or MAAA number); ID copies of company directors; Supplier Code of Conduct; fully completed SBD 6.2 and Annexure C for Local Content.
• Failure to submit all required documents or submitting late will result in disqualification.
• The service provider must acknowledge and sign the attached NEC4 Term Service Short Contract (TSSC4).

Evaluation will follow four phases:

• Phase 1: Administrative Compliance. You must submit: completed RFQ; all SBD declaration forms; proof of tax compliance (SARS Pin/Tax Clearance); company registration documents; B-BBEE certificate or sworn affidavit; CSD registration (or register within 7 days if awarded); ID copies of directors; signed NEC document.
• Phase 2: Mandatory Evaluation. You must provide: three contactable reference letters on client letterhead confirming at least 5 years' experience in forestry tactical response services in the Lowveld and Highveld areas; E-NATIS/vehicle disc proving ownership of tactical response vehicles.
• Phase 3: Site Inspection. SAFCOL will physically verify: 4x4 (5-seater minimum) vehicles; armour-plated standby vehicle; strobe lights; two-way radios with licenses; vehicle tracking systems. Date and time will be communicated.
• Phase 4: Price and Specific Goals. Price carries 80 points. Specific Goals carry 20 points, allocated for 51% and above Black Owned entities.

Scope: Provision of 24-hour armed response security services at Nelshoogte Plantation for four months.

• Required resources: One Team Leader Grade B armed guard; thirteen Grade C armed guards; two 4x4, 5-seater vehicles with tracking units; one armour-plated standby vehicle.
• Tactical response teams must have proven forestry industry experience in the Lowveld area.
• Compulsory equipment and standards: Assault rifles and shotguns with valid licenses and competencies; conflict response training for officers; dedicated 4x4 vehicles (no persons on bakkie backs); communication systems (digital radios); public liability insurance of minimum R10 million; forensic investigation capacity; travel allowance included; management and monitoring systems; monthly reports and vehicle tracking reports with invoices.
• Pre-commencement compliance inspection will cover: firearm competencies and licenses; medical certificates; roadworthy branded vehicles; COIDA; PSIRA and guard grade certificates; SHE file; appointed SHE reps and first-aiders; first aid kit; occurrence books; PPE (full uniform, helmets, safety boots, reflector vests, bullet proof); handcuffs; two-way radios.

• You must provide three contactable reference letters on client letterhead confirming at least five years' experience in providing tactical response services in the forestry industry, specifically in the Lowveld and Highveld areas.
• References will be verified; unverifiable references lead to disqualification.
• Submitted information found to be fraudulent, untrue, or inaccurate regarding experience will result in disqualification.

• The Price List is in two parts within the NEC4 contract.
• Part 1 is for work described in the Scope not requiring a Task Order.
• Part 2 is for work instructed by Task Order on a task-by-task basis.
• You must enter rates and expected quantities to calculate the Price for each item.
• Prices are to be shown excluding VAT unless instructed otherwise.
• The offered total price for Part 1 and Part 2 must be stated in the contract form.

• Prices must be firm and inclusive of VAT.
• The pricing structure uses the NEC4 Term Service Short Contract with a Price List in two parts.
• Part 1 covers work described in the Scope not requiring a Task Order.
• Part 2 covers work instructed by Task Order on a task-by-task basis.
• You must enter rates and expected quantities to produce a Price for each item.
• All prices are to be shown excluding VAT unless instructed otherwise.
• The offered total price (exclusive and inclusive of VAT) must be stated in the contract form.

• Tax Compliance: You must be tax compliant. Status will be verified via CSD or SARS e-Filing. Non-compliance allows 7 working days to rectify; failure leads to disqualification.
• B-BBEE: Submit a SANAS-accredited B-BBEE Verification Certificate or an EME/QSE sworn affidavit.
• CSD Registration: You must be registered on the Central Supplier Database (CSD) or register within 7 days of award.
• Company Registration: Provide proof of registration (e.g., Pty, Trust, CC).
• Legal Compliance: Services must comply with applicable legislation including the Constitution, Criminal Procedure Act, Firearms Control Act, Private Security Industry Regulation Act, OHS Act, and others listed.
• SHEQ Requirements: Comply with SAFCOL SHEQ Standard, NOSA, Forestry Stewardship Council (FSC), and Best Operating Practices (BOP).
• Labour Statutory Requirements: Employment must adhere to the Basic Conditions of Employment and Labour Relations Act regarding working hours, leave, and overtime.

• You must comply with SAFCOL SHEQ Standard, NOSA, Forestry Stewardship Council (FSC), and Best Operating Practices (BOP).
• Pre-commencement inspection will verify: appointed SHE representatives, appointed first-aiders, first aid kit, occurrence books, PPE (full security uniform, helmets, safety boots, reflector vests, bullet proof), handcuffs, and two-way radios.
• Failure to adhere to all health and safety requirements will result in immediate termination of appointment.
• You must have at least two months' salary budget available.

• Contract duration: Four months.
• Starting date: One day after the contractor receives a fully completed copy of the contract.
• The service provider is liable for any assets stolen or damaged in their presence, with unlimited value.
• Public liability insurance of minimum R10 million is compulsory.
• The contractor's liability for loss or damage to client property is limited to the lesser of R100,000 or 20% of total contract value.
• Interest on late payment is at the ABSA Bank prime lending rate.
• Disputes are referred to adjudication via ICE-SA, with arbitration as the tribunal.
• The NEC4 Term Service Short Contract (June 2017 with amendments October 2020) applies.
