Submit quotations exclusively via email to [email protected]. Quotation must include: reference number, validity period, delivery period, CSD Master registration number (MAAA), and tax compliance status PIN. If unable to submit, provide written reasons to the same email. Required documents: Quotation on company letterhead (with VAT number if applicable), completed SBD 4 and 6.1 forms, e-filing copy of valid Tax Clearance certificate, certified copy of ID, and original/certified copy of CIPC registration. Late submissions will be rejected. Failure to complete the Declaration of Interest (SBD 4) may disqualify the quotation. Stats SA may request additional information post-submission; non-compliance with deadlines may render the quote non-responsive.

Evaluation uses an 80/20 scoring system: 80 points for price, 20 points for Specific Goals and Preferential Points. Preferential points breakdown: Race (Black): 10 points, Women: 5 points, Disabled: 2 points, Youth (below 35 years): 3 points. Points for HDI equity ownership are calculated using the formula: NEP = (EP / 100)

• NOP. Proof required for each claim: Race/Women/Youth: certified ID and company registration/CSD report; Disability: HPCSA medical certificate. Quotes must be detailed, market-related, and firm for the order duration. Appointment is not necessarily based on the lowest quote.

Supply COBIT 5 Training with Exam. Quantity: 4 units (each). Quotes must be detailed, specifying services and costs. Market-related prices will be negotiated with the preferred provider. Prices must remain valid (firm) for the order duration; exchange rate-dependent prices must include escalations.

No upfront payment. Payment will be made within 30 days of receiving a valid invoice upon delivery of goods/services. Quoted prices must be firm for the order duration.

Must be registered on the Central Supplier Database (CSD). Provide CSD Master registration number (MAAA) and tax compliance status PIN. Submit certified copies of ID, CIPC registration, and valid Tax Clearance certificate. VAT registration number required if applicable.

Open to natural or juristic persons. Automatic disqualification if bidder, directors, trustees, shareholders, members, partners, or controlling persons are listed in the Register for Tender Defaulters or the List of Restricted Suppliers. Bids will be disqualified if the Declaration of Interest (SBD4) is false or incomplete.

Provide COBIT 5 training services as per the attached IT specification document. Training must align with the outlined IT requirements.

Complete and submit the Declaration of Interest form (SBD4) with the following disclosures: - State employment status of bidder, directors, trustees, shareholders, members, partners, or controlling persons (include names, ID numbers, and state employee numbers if applicable). - Any relationship with employees of Statistics South Africa. - Any interest in related enterprises bidding for this contract. Prohibited actions: collusive bidding, disclosure of bid terms to competitors, or involvement in drafting specifications. Non-compliance may result in penalties under the Competition Act, criminal investigation, or a 10-year restriction from public sector business.

Submit the completed SBD 6.1 Preference Points Claim Form as part of the tender. Failure to include this form may disqualify the tender.

Preference points are awarded under either the 80/20 or 90/10 system, depending on the tender value. Points are allocated as follows for specific goals (80/20 system): 10 points for enterprises with 51%+ black ownership, 5 points for 51%+ women ownership, 3 points for 51%+ youth ownership, 2 points for 51%+ ownership by persons with disability. Tenderers must claim points for both systems if applicable. Price accounts for 80 or 90 points, with the remainder for specific goals. The organ of state may require additional proof of claims at any stage.

The tender is for COBIT 5 training services, as specified in the attached document. Deliverables and scope are detailed in the referenced specification.

Complete and submit the SBD 6.1 Preference Points Claim Form with the tender. Provide proof/documentation for claimed preference points (e.g., ownership certificates for black, women, youth, or disability categories). Failure to submit proof results in zero preference points. The organ of state may verify claims and disqualify fraudulent submissions. The company must be a legally registered entity (e.g., Partnership, Sole Proprietor, CC, (Pty) Ltd, etc.).
