• Two submission methods are allowed:

• If submitting physically, use two sealed envelopes:

• Envelope 1: Technical Tender Proposal (hard copy plus a copy on 1 USB flash drive).
• Envelope 2: Commercial Tender Proposal (including administration documents and pricing schedule, plus a copy on 1 USB flash drive).

• Late, incomplete, or incorrectly addressed submissions will not be considered.
• No email or fax submissions are accepted.
• Mandatory returnable documents must be submitted to avoid disqualification:

• Form of offer.
• Pricing schedule with detailed breakdown.
• Proof of CSD registration number.

• Returnable documents used for scoring (e.g., B-BBEE certificate or sworn affidavit) must be submitted; failure results in a zero score for that criterion.
• Essential returnable documents (listed in Part 5) must be submitted; failure may lead to disqualification after a grace period.
• Bid validity period is 120 days from the closing date.

Valid Certificate of Hazardous Chemicals Handling (immediate disqualification if missing). Registered on National Treasury's Central Supplier Database (CSD). Tax compliant with SARS. B-BBEE certificate or sworn affidavit required for preference points. Must meet minimum 70% technical/functionality score. Joint ventures/consortiums must submit partnership agreements.

• Scope: Provision of weed control services at SANPC Milnerton Terminal for a period of 36 months.
• Detailed minimum specifications and scope of work are provided in Annexure A.
• Service levels require a 95% achievement on:

• Random checks on compliance scope.
• On-time deliverables.

• The service provider must provide a telephone number for customer service calls.
• An experienced account representative is required to work with SANPC procurement department.
• SANPC reserves the right to request replacement of team members not adding value.
• Failure to meet service levels may result in contract cancellation with 30 days' notice.

• Evaluation methodology includes three stages: responsiveness test, technical/functionality evaluation, and weighted scoring.
• Technical evaluation has a minimum threshold of 70%.

• An experienced account representative is required to work with SANPC procurement.
• Minimal team size with fully informed and accountable members.
• SANPC may request replacement of team members not adding value.

• Pricing schedule must be fully completed as prescribed.
• Submit detailed quotation breakdown in accordance with scope requirements.
• Prices quoted in ZAR, inclusive of VAT, and fixed for 120 days.

• Pricing must be quoted in South African Rand (ZAR), inclusive of VAT.
• Prices must remain fixed for one year, with proposed cost price adjustments detailed.
• The bidder must provide an all-inclusive, fixed, and firm pricing offer covering the full scope.
• Unconditional discounts are considered during evaluation; conditional discounts are implemented at payment.
• Bid validity period is 120 days from the closing date.
• Payment terms: Fixed price offers in ZAR; overseas payment details required if applicable, using exchange rates from 7 days before closing.

• Mandatory registration on the National Treasury Central Supplier Database (CSD) prior to submission.
• Tax compliance is required for submission and throughout the contract term.
• B-BBEE compliance: Submit a valid B-BBEE certificate or sworn affidavit to claim specific goal points.
• Compliance with all applicable laws, including the Protection of Personal Information Act (POPI).
• Joint ventures or consortia must submit agreements or written confirmation of intent with percentage splits.
• Valid certificate of hazardous chemicals handling is a bid elimination criterion; failure results in disqualification.
• Declaration of any serious breach of law in the past 5 years is required in Part 10 (Breach of Law Form).

• Compliance with the Occupational Health and Safety Act and applicable regulations is required.

• Contract duration: 36 months.
• SANPC reserves rights to modify scope, reject non-conforming proposals, disqualify late submissions, and cancel the tender.
• Post-tender negotiations may occur sequentially with ranked tenderers.
• Service level agreement requires 95% achievement on compliance and on-time deliverables.
• Non-compliance with material terms constitutes a breach and may lead to cancellation.
• POPI compliance is mandatory for processing personal information.
• Validity of returnable documents (e.g., tax clearance, B-BBEE certificate) must be maintained throughout the contract.

• Price evaluation uses formula: Ps = 80/90
• (1 - (Pt - Pmin) / Pmin).
• Points awarded for price and specific goals (B-BBEE).
• Specific goals include points for Black-owned enterprises, EME/QSE status, and Black women-owned enterprises.
