• The email subject line must clearly indicate the RFQ number (SAST/RFQ/2026-2027/345).
• Bids must be received on or before the closing date and time.
• Late submissions will not be considered.
• All bids must be submitted on the official forms provided (SBD 1, 3.1, 4, 6.1).
• Bidders must also provide an official quote on their company letterhead.

• The tender uses the 80/20 preference point system.
• Evaluation occurs in four phases:

1. SCM Administrative Compliance (completeness and correctness).

2. Mandatory Requirements (disposal license, hazardous transport registration, reference letters).

3. Technical Specification Compliance.

4. Price and Specific Goals (80 points for price, 20 points for specific goals).

• Specific goals (4 points each) are awarded for: EME/QSE status, min 25% Black ownership, min 100% Female ownership, min 100% Black Youth ownership, and min 25% ownership by people with disabilities.

• Scope: Disposal of approximately 10,000 fluorescent light bulbs/tubes.
• Compliance: Must comply with the National Environmental Management: Waste Act (NEMWA), 2008.
• Prohibitions: Disposal to general landfill is strictly prohibited due to mercury content.
• Deliverables: Must issue a formal certificate of safe disposal confirming volume, method, and destination facility.

• Pricing must be submitted using the provided SBD 3.1 form and an official company letterhead quote.
• Delivery costs must be included in the total quotation.
• Prices must remain valid for at least 120 days after the closing date.

• CSD: Proof of registration on the National Treasury Central Supplier Database (MAAA number).
• Tax: Valid SARS Tax Compliance Status (TCS) PIN.
• CIPC: Company registration documents.
• Mandatory: Valid disposal license and valid registration for transportation of hazardous/dangerous goods.
• References: Three contactable reference letters (not older than 3 years) for similar work.
• Other: Certified ID copies of directors, B-BBEE certificate/sworn affidavit, signed SBD forms, and POPIA consent form.
