• Submit bids in a sealed envelope marked with the project name (SCM/TSW/01/2026-2027) and number, bidder’s name, and closing date/time. Deposit into the tender box at: 01 Bosman Street, Civic Centre, Bultfontein, 9670 by 02 July 2026 at 12:00. Late submissions will be returned unopened.
• Use only the official bid forms provided. Do not re-type or submit electronically/by fax.
• All returnable documents (PART T2) must be fully completed and signed. Incomplete submissions will be rejected.
• Bids must include all required attachments: CSD registration, SARS PIN/TCS certificate, municipal rates clearance, SANEDI/DMRE ESCo registration, Department of Labour electrical contractor registration, and joint venture agreements (if applicable).
• No briefing session will be held. Clarifications may be requested up to one week before the closing date via SCM Unit at (051) 853 1111.
• Bidders may not contact the municipality after submission until contract award. Attempts to influence evaluation may result in disqualification.
• Prices must remain valid for 90 days from closing date. Quotes must be in ZAR, inclusive of VAT and all taxes.
• The municipality is not liable for documents delivered by courier/post. No receipts will be signed.
• Disqualification risks: fronting, fake documents, conflict of interest (state employees or relatives), tax/municipal arrears, or failure to disclose required information.

• Scope: Appointment of an Implementing Agent to provide full-service design and implementation of an Energy Efficiency (EEDSM) Program.
• Service Provider Requirements:
• Must be a single legal entity (sub-contracting or joint ventures permitted, but bidding entity must execute the work).
• All staff must be adequately trained before contract commencement.
• Must provide access to premises for inspections/tests if required.
• Deliverables:
• Design and implementation of energy efficiency measures.
• Compliance with Occupational Health and Safety Act (1993) and other relevant legislation.
• Submission of a written contract form (MBD7) upon award.
• Standards/Compliance:
• Registration with SANEDI and/or DMRE as an Energy Services Company (ESCo).
• Registration as an Electrical Contractor with the Department of Labour.
• Proof of municipal rates/taxes clearance (not in arrears for >3 months).
• Documentation:
• Detailed project methodology, workplan, and stakeholder management plan required.
• Evidence of previous energy auditing/implementation projects (reference letters).

• Pricing Format:
• Submit fully priced Bill of Quantities/Schedule of Activities (C1.2).
• Prices must be fixed for the contract duration, inclusive of VAT and all taxes (as of 14 days before closing date).
• Quotes must be in South African Rand (ZAR).
• Competitive, market-related pricing is required.
• Validity Period: Prices must remain valid for 90 days from closing date.
• Payment Terms: Monthly payments (as per contract terms).
• Bonds/Guarantees:
• Securities, bonds, or guarantees may be requested before contract formation.
• Successful bidder must submit required insurance policies/certificates.
• Financial Capacity: Municipality may request written evidence of financial, labour, and other resources. Financial investigations (e.g., by chartered accountants) may be conducted.

• Mandatory Certifications/Registrations:
• Central Supplier Database (CSD) registration (verified between advert and closing date).
• SARS Tax Compliance Status (TCS) PIN or CSD number. Foreign suppliers must complete pre-award questionnaire (Part B:3).
• Municipal rates/taxes clearance certificate (proof of no arrears >3 months for bidder/directors).
• SANEDI and/or DMRE registration as an Energy Services Company (ESCo).
• Department of Labour registration as an Electrical Contractor.
• B-BBEE: 20 points allocated for specified goals (Race, Gender, Disability, Youth) under PPPFA 80/20 system.
• Other Compliance:
• No bids accepted from persons in the service of the state (or their directors/managers/shareholders).
• Conflict of interest disclosure required (failure to disclose = disqualification).
• Joint ventures/consortia: Each party must submit separate CSD/TCS/PIN documents.
• Proof of compliance with all related legislation (e.g., Occupational Health and Safety Act).
• Disqualification Risks:
• Fake documents, fronting, or appearance on defaulters’ database.
• Failure to attach required certificates/registrations.
