Supply and deliver manufacturer/machine-specific laundry detergents for Frere Hospital on a rate-based contract. Products required: OXIACID (non-foaming bacterial/virucidal disinfectant, 7% peracetic acid, SANS 1853 compliant, 24-hour diluted shelf life, pH 3.8-4.5), XPELL LIQUID-D (low-foaming, fully built laundry detergent with surface-active, sequestering, and wetting agents, for 360 dosing equipment), XPELL SOFT (for self-dosing equipment, softens fabric, reduces static, pleasant fragrance), XPELL O2 (oxygen bleach, stain remover, safe for cotton/polyester blends, dosing equipment compatible), XPELL BOOST (used with XPELL LIQUID-D, sequestering agents for hard water, suitable for all industrial washing machines, removes stubborn stains like fats, blood, medicine, bodily fluids). All chemicals must be delivered in 1000-litre drums, compliant with Continuous Batch Washer (CBW) chemical composition. Dosing pumps must be calibrated and maintained monthly. Suppliers must declare capacity and capability to meet these requirements.

Goods must conform to standards in bidding documents and specifications (e.g., SANS 1853 for OXIACID). Pre-bidding testing costs are for the bidder’s account. Premises must be open for inspection by the Department at reasonable hours if required. Inspection costs: Purchaser pays if supplies comply; supplier pays if non-compliant. Non-compliant supplies may be rejected and must be replaced at supplier’s cost and risk. Packing must prevent damage/deterioration during transit and withstand rough handling, extreme temperatures, and open storage. Packing, marking, and documentation must comply with contract requirements. Supplier must permit purchaser to inspect records and audit performance.

Complete the official SBD3.1 Pricing Schedule with VAT-exclusive and VAT-inclusive unit prices for each detergent (OXIACID, XPELL LIQUID-D, XPELL SOFT, XPELL O2, XPELL BOOST). Indicate packaging (1000-litre drums). Pricing validity: 90 days after closing date. Signed pricing schedule is mandatory. Company name and representative details must be provided.

Pricing must be submitted on the official SBD3.1 Pricing Schedule, signed, and VAT-inclusive. Validity period: 90 days after closing date. Pricing must align with the rate-based contract for each detergent type (OXIACID, XPELL LIQUID-D, XPELL SOFT, XPELL O2, XPELL BOOST). Payment terms: Invoices must be accompanied by a delivery note and submitted for payment within 30 days. Prices quoted in the bid are final unless adjusted per Special Conditions of Contract (SCC). Performance security may be required within 30 days of contract award (bank guarantee, irrevocable letter of credit, or cashier’s cheque).

Tax Compliance: Submit SARS Tax Compliance Status (TCS) PIN or CSD number. If no TCS PIN, CSD registration is mandatory. Foreign suppliers not resident in RSA or without a branch/permanent establishment/source of income/tax liability in RSA are exempt from TCS PIN but must declare status. VAT registration number and LOGIS number (Central Supplier Database) required. B-BBEE: Preference points for Specific Goals (20 points total) require proof: HDI Ownership (CIPRO certificate + ID), Women Ownership (CIPRO + ID), Youth Ownership (CIPRO + ID), Disability Ownership (CIPRO + medical proof), Military Veterans Ownership (CIPRO + veteran status proof), Locality Ownership (municipal account or lease agreement). Contract governed by General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). Key terms: Payment within 30 days of invoice submission (Rand unless specified otherwise). Prices are fixed as quoted unless adjusted per SCC. Contract amendments require written agreement. Supplier cannot assign obligations without purchaser’s consent. Subcontracts must be notified in writing. Delays incur penalties (prime interest rate per day) and may lead to termination. Termination for default or insolvency is possible. Force majeure events excuse performance delays. Disputes resolved via mediation then South African courts. Supplier liable for indirect/consequential damages only in cases of criminal negligence or wilful misconduct. Contract interpreted under South African law. Supplier must insure goods until delivery. Warranty: 12 months post-delivery or 18 months post-shipment (whichever is earlier). Supplier must repair/replace defective goods at no cost. Performance security (bank guarantee, letter of credit, or cheque) required within 30 days of award. Taxes/duties: Local suppliers responsible for all taxes until delivery; foreign suppliers responsible for all taxes outside RSA. No contract awarded without valid SARS tax clearance certificate.

Evaluation is a 4-stage process: 1) Administrative Compliance: SBD1, SBD3.1, SBD4, SBD6.1, and latest CSD report must be completed and signed. 2) Non-Negotiable Requirements: Must attach (a) letter of authority as manufacturer for JENSEN UniQ 50 Mediline OR manufacturer’s authorization as agent, (b) SABS letter of authority, (c) Material Data Sheets, and (d) 100% compliance with specifications. Failure to comply disqualifies the bid. 3) Price (80 points) and Specific Goals (20 points): Uses PPPFA 80/20 system. Price points calculated as Ps = 80(1 - (Pt-Pmin)/Pmin). Specific Goals include HDI, Women, Youth, Disability, Military Veterans, and Locality Ownership. 4) Sample Evaluation: For recommended bidders only.
