• Required returnable documents include: SBD1 Part A & B, Compulsory Enterprise Questionnaire, SBD4, SBD6.1, CIDB certificate, CSD report, Part C1.1 Form of Offer and Acceptance, Part C2.2 Bill of Quantities, Resolution for Signatory, Certificate of Authority for Joint Ventures (if applicable), and proof of specific goals claimed.

Bidders must be registered on the Central Supplier Database, have a valid tax clearance certificate, and not be listed on the Register of Tender Defaulters

• Scope: Develop and construct the CACADU ABT Clinic as a 10-month Develop and Construct contract.
• Contract based on NEC 3 Engineering and Construction Contract (April 2013), Option B: Priced Contract with Bill of Quantities.
• Bidders must be from the ECDoH database of ABT bidders and have a CIDB grading of 6GB, 6CE or higher.
• Mandatory professional team requirements: Project Leader must be professionally registered with SACPCMP. The bidder must confirm a team of built environment professionals with minimum three years post-qualification experience and specific registrations: Architectural Professional (Professional Senior Architectural Technologist, SACAP), Quantity Surveyor (Professional Quantity Surveyor, SACQSP), Civil/Structural Engineer (Professional Engineering Technician, ECSA), Electrical/Mechanical Engineer (Professional Engineering Technician, ECSA), Construction Health and Safety Agent (Professional Construction Health and Safety Agent, SACPCMP).
• Physical in-loco inspections may be conducted for the top three bidders, including visits to completed projects and manufacturing plants.

• Pricing must be in South African Rands (ZAR), inclusive of all duties and taxes except VAT.
• VAT must be shown separately at 15% if the bidder is a VAT vendor. If not a VAT vendor but including VAT, the successful bidder will have 21 days to register with SARS after appointment.
• Rates and prices are fixed for the contract duration, subject only to adjustments per the contract conditions.
• The Bill of Quantities (Part C2.2) is mandatory and must be fully priced; failure to price all trades may lead to elimination.
• The Form of Offer and Acceptance total takes precedence over any other total indicated elsewhere.
• Tender security amount is stated as N/A in the document.
• The employer may negotiate offers deemed not market-related, but bidders cannot increase their offers during negotiation.

• Mandatory: Bidder must be on the ABT Panel of Service Providers SCMU3-23/24-0048-HO.
• Central Supplier Database (CSD) registration is compulsory; provide CSD number and a CSD report showing tax matters are in order with SARS.
• CIDB registration with a grading of 6GB, 6CE or higher is required; submit valid CIDB certificate or CRS number.
• Valid Compensation for Occupational Injuries and Diseases Act (COIDA) letter of good standing from the Department of Labour or Federated Employers Mutual Insurance (FEM) is mandatory.
• B-BBEE: A B-BBEE status level verification certificate or sworn affidavit must be submitted to qualify for preference points.
• Joint ventures must submit separate compliance documents for each member.
• Bidders must not be listed on any tender defaulters register, must be in good standing with SARS, and must not be persons in the service of the state or their close family members.
