Late, incomplete, unsigned, or electronically submitted bids will be rejected. Bids must be submitted on official forms provided. Only bids deposited in the bid box will be accepted; do not hand to department officials. Courier deliveries must ensure correct location and time. Proof of posting is not accepted as proof of delivery. Bid documents are downloadable from www.ecdpw.gov.za/tenders or www.etender.gov.za/content/advertised-tenders from 05 June 2026. Scope: Provision of professional civil/structural engineering services for the construction of Molteno Clinic. Contract will be based on the CIDB Professional Services Contract (Third Edition, 2009). Services must be performed by suitably qualified personnel with experience in similar projects. Preferred tenderer must submit an approved insurer undertaking for Professional Indemnity Insurance specific to the project within 21 days of appointment. Deliverables include detailed design, documentation, site supervision, and contract administration. Project team details, CVs, qualifications, and proof of ECSA registration for all proposed team members must be submitted.

Pricing must be in RSA Rand. VAT vendors must include VAT at 15% in the bid offer; non-VAT vendors must register within 21 days of appointment if VAT is included. Bid Sum in words governs if discrepancies exist between words and figures. All items in the Pricing Schedule must be priced (excluding provisional sums and allowances, which must still be added to the total). Tender validity period is 90 days. The amount on the Form of Offer and Acceptance takes precedence over any other total. Market-related offers are required; non-market offers may lead to negotiation but bidders cannot increase their offers during this process.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) and submit proof of registration. Tax matters must be in order (verified via CSD or SARS TCS PIN). At least one company director must be registered with ECSA as a Professional Engineer, Professional Engineering Technologist, or Technician and submit a letter of good standing from ECSA. Bidders must not be listed on the Register of Tender Defaulters or have directors/shareholders in the service of the state. Compulsory documents: SBD 1, SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), Compulsory Enterprise Questionnaire, POPIA consent form, and Resolution of Signatory (if applicable). Bidders must disclose any conflicts of interest, litigation history, and other pending tenders. B-BBEE compliance is required, and all information will be verified through CSD.
