• Evaluation follows a 4-phase process:

1. Pre-qualification: Only bids with active CIDB 2CE/2SH (or higher) registration on the closing date proceed.

2. Responsiveness: Compliance with bid rules, conditions, and submission of all required documents (e.g., CIDB certificate, CSD registration, tax compliance, SABI registration, JV agreements if applicable). Non-responsive bids are eliminated.

3. PPPFA Evaluation: 80/20 preference point system applies:

• Price: Maximum 80 points (scored using the formula: A = (1 - (P - Pm)/Pm)
• W1, where W1 = 80 or 90 depending on tender value).
• Specific Goals: Maximum 20 points for:
• 51%+ black ownership (EME/QSE): 5 points (requires ID copy, CIPC registration, CSD report).
• Located in Eastern Cape Province: 2 points (requires municipal rates account, councilor letter, or lease agreement).
• 51%+ women ownership (EME/QSE): 7 points (requires ID copy, CIPC registration, CSD report).
• 51%+ youth ownership (EME/QSE, age ≤35): 4 points (requires ID copy, CIPC registration, CSD report).
• 51%+ ownership by people with disability: 2 points (requires ID copy, CIPC registration, CSD report, medical certificate, SASSA confirmation).

4. Final Selection: Highest total points (max 100) wins, subject to risk assessment and departmental discretion.

• Gross calculation errors, omissions in Bill of Quantities, or under/over-pricing may render bids non-responsive.
• For contracts ≥ R3.0M, non-Eastern Cape bidders must subcontract 25% of the contract value to an Eastern Cape-based bidder.

• Scope of Work: Revitalization of existing irrigation system (Phase 1) at Qamata Irrigation Scheme, Intsika Yethu LM, Chris Hani District, Cofimvaba.
• Key Deliverables:
• Refurbishment of 3-span centre pivot.
• Repairs to centrifugal pump and supply of 30 kW electrical motor.
• Installation of sprinkler system sets.
• Electrification of the system.
• Commissioning of the system.
• Contract Duration: 18 weeks from award.
• Standards & Compliance: Must adhere to:
• General Conditions of Contract for Construction Works (GCC 2015).
• CIDB Standard for Uniformity in Construction Procurement (August 2019).
• Occupational Health and Safety Act and Construction Regulations 2014.
• SANS 1921:2004 (Construction and Management), SANS 10396:2003, SANS 1914:2003.
• Site Information: Available in Part C4 of the tender document. Drawings and additional details must be obtained by the tenderer.
• Subcontracting: Requires prior approval from the Engineer. For contracts ≥ R3.0M, 25% subcontracting to Eastern Cape-based bidders is mandatory for non-Eastern Cape bidders.

• Pricing Format: Submit pricing on official forms (Bill of Quantities/Activity Schedule). All prices must be inclusive of applicable taxes (VAT to be shown separately if applicable).
• Bid Validity: 90 days from closing date.
• Payment Terms: Governed by GCC 2015 and contract data. No compensation for tender preparation costs.
• Financial Capacity: Employer may request additional information (e.g., bank ratings) to assess financial capacity. Non-submission may render the bid non-responsive.
• Performance Bond/Guarantee: Successful bidder must provide an approved insurer undertaking for a Performance Bond/Guarantee/Surety/Security as per contract data.
• Subcontracting Financials: For joint ventures or subcontractors, submit CIDB certificates and CSD registration proofs for all parties. Detail which Bill of Quantities items are subcontracted.

• CIDB Registration: Mandatory 2CE/2SH (or higher) class of construction works. Bidders exceeding their CIDB grading threshold by >15% in combination with other contracts may be disqualified.
• CSD Registration: Must be active and recently updated. CSD number or tax compliance PIN required for verification.
• Tax Compliance: Tax matters must be in order (verified via CSD). Hard copies of tax certificates are not required. Bidders must submit their SARS TCS PIN or CSD number.
• B-BBEE: Preference points awarded for specific goals (see evaluation criteria). No minimum B-BBEE level explicitly stated, but ownership documentation (ID, CIPC, CSD) is required for points.
• CIPC Registration: Company/Contractor must be registered with CIPC. Required for preference points claims.
• SABI Registration: Company/Contractor registration with SABI is mandatory.
• Workman’s Compensation: Registration with the Compensation Fund or a licensed insurer is required.
• Joint Ventures/Consortia: Each member must be CIDB-registered. Submit JV agreement, power of attorney, and CIDB/CSD proofs for all parties.
