Appointment of two service providers for waste management services at East Rand stations and depots in the South Gauteng region. Contract duration: 24 months.

Submit bids by hand delivery to Umjantshi House, 30 Wolmarans Street, Braamfontein, Johannesburg, on or before 25 June 2026 at 12:00. Sign the submission register upon delivery. Late bids will not be accepted. Use only the official forms provided; do not re-type. Ensure all returnable documents (mandatory and other) are included. Failure to submit mandatory returnable documents (e.g., signed submission register, completed pricing form, all RFQ documentation, JV/consortium agreements) will result in disqualification. Do not include references to other quotations or proposals. Enclose bids in a sealed envelope. Attempts to canvass PRASA employees during the evaluation period may lead to disqualification.

Provide waste management services at East Rand various stations and depots for the South Gauteng region. Contract duration: 24 months. Scope includes collection, transportation, and disposal of waste as per PRASA’s operational requirements at specified locations.

Company’s Experience (40 points, min 24): Submit proof of waste management contracts/projects (≥ R750,000) completed in the last 10 years (2016–2026). Required evidence: Appointment letter/purchase order/signed contract + reference letter/completion certificate (must include company name, contact person, and confirmation of completion). Points: 5+ projects = 40 pts, 4 projects = 32 pts, 3 projects = 24 pts, 2 projects = 16 pts, 1 project = 8 pts. Resource Availability (30 points, min 18): Submit proof of ownership (Traffic Dept) or rental agreements for vehicles (bakkies/light duty pickup trucks). Points: 5 vehicles = 30 pts, 4 vehicles = 24 pts, 3 vehicles = 18 pts, 2 vehicles = 12 pts, 1 vehicle = 6 pts. Financial Capability (30 points, min 18): Submit bank letter confirming credit facility. Points: R401K+ = 30 pts, R301K–400K = 24 pts, R201K–300K = 18 pts, R101K–200K = 12 pts, R1–100K = 6 pts.

Complete the attached pricing schedule in ZAR, inclusive of all taxes. Price offer must be firm with a clear basis. Include cost breakdown and price escalation formula. Submit pricing strictly in the provided format; deviation may result in non-responsiveness. Discounted prices are considered only in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if the highest bid is not market-related.

Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes. Submit pricing strictly using the provided schedule; deviation may result in non-responsiveness. Mandatory compliance: Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/. Foreign suppliers with no local entity are exempt. Tax Compliance: Submit valid Tax Clearance Certificate and Tax PIN (valid on closing date). Apply for Tax Compliance Status (TCS) PIN via SARS e-filing (www.sars.gov.za). If no TCS PIN, provide CSD number. B-BBEE: Valid certificate from SANAS-accredited agency, DTI, or CIPC (or sworn affidavit). Consolidated B-BBEE certificate required for joint ventures/consortia. Other requirements: Company registration (CK1/Certificate of Incorporation), directors’ ID copies, UIF registration proof, bank account proof, COIDA Letter of Good Standing. Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers. Subcontracting requires PRASA’s prior approval; the primary contractor remains liable.

Contract governed by South African law. Supplier warrants items meet PRASA’s requirements and are defect-free for 1 year (or as stated in the order). Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior approval; primary contractor remains liable. PRASA reserves the right to cancel the RFQ if funding is not secured. Bidders waive claims against PRASA for non-award due to funding failure. PRASA will keep bidders informed of funding progress. Contract may include price adjustments per stated formula. Payment within 30 days of correct tax invoice receipt.
