Appointment of two service providers for the provision of waste management services at West Rand various stations and depots for the South Gauteng Region. Contract duration: 24 months.

Scope: Provision of waste management services at West Rand various stations and depots for the South Gauteng Region. Contract duration: 24 months. Deliverables: Waste collection, removal, and disposal services as per PRASA requirements. Service levels: Must meet PRASA’s operational and environmental standards for waste management.

Company’s Experience (40 points, min 24): Submit proof of waste management projects (minimum R750,000 value) completed in the last 10 years (2016–2026). Required documents: Appointment letter/purchase order/signed contract AND reference letter/completion certificate (must include company name, contact person, and confirmation of work completion). At least one document must indicate the contract value. Points awarded based on number of projects: 5+ projects (40 pts), 4 projects (32 pts), 3 projects (24 pts), 2 projects (16 pts), 1 project (8 pts). Resource Availability (30 points, min 18): Submit proof of ownership or rental agreements for vehicles suitable for waste management (e.g., bakkies/light duty pickup trucks). For ownership: Traffic Department proof required. For rentals: Letter of intent on rental company letterhead or rental agreement. Points awarded based on number of vehicles: 5 vehicles (30 pts), 4 vehicles (24 pts), 3 vehicles (18 pts), 2 vehicles (12 pts), 1 vehicle (6 pts). Financial Capability (30 points, min 18): Submit bank letter (on official letterhead) confirming credit facility. Points awarded based on credit amount: R401,000+ (30 pts), R301,000–R400,000 (24 pts), R201,000–R300,000 (18 pts), R101,000–R200,000 (12 pts), R1–R100,000 (6 pts).

Pricing Schedule Requirements: Complete the attached Pricing Schedule strictly as per the provided format. Prices must be quoted in South African Rand (ZAR), inclusive of all applicable taxes. Price offer must be firm, with a clear basis. Include a cost breakdown and price escalation basis/formula. Deviation from the pricing schedule format may result in disqualification. Discounted prices (if offered) will only be considered in the final evaluation stage on an unconditional basis. PRASA may negotiate market-related prices with top-scoring bidders if the quoted price is deemed non-market related. Delivery period: Specify earliest possible delivery period in working days from the date of order.

Pricing: Quote in South African Rand (ZAR), inclusive of all applicable taxes. Fixed price basis required. Submit completed Pricing Schedule/Bill of Quantities strictly as per the provided format; deviations may disqualify the bid. Include cost breakdown and price escalation basis/formula. Discounts (if any) will only be considered in the final evaluation stage on an unconditional basis. Payment terms: PRASA pays within 30 days of receipt of a correct tax invoice. PRASA reserves the right to negotiate market-related prices with top-scoring bidders if the quoted price is deemed non-market related. Financial capacity: Proof of credit facility from a bank (on official letterhead) is required for evaluation (R1–R401k+ ranges).

Mandatory Compliance: Register on National Treasury’s Central Supplier Database (CSD) at https://secure.csd.gov.za/ (foreign suppliers with no local entity exempt). Tax Compliance: Submit Valid Tax Clearance Certificate and Tax PIN (valid on closing date) issued by SARS. Apply for TCS PIN via SARS e-filing (www.sars.gov.za) if not already registered. CSD registration can substitute TCS PIN if unavailable. B-BBEE: Valid certificate from SANAS-accredited agency, DTI, or CIPC (or sworn affidavit). Consolidated certificate required for JVs/consortia. Other Requirements: Company Registration (CK1/Certificate of Incorporation), Directors’ ID copies, CSD Summary Report/Reference Number, Proof of UIF registration, Proof of Bank Account (cancelled cheque or bank letter), Letter of Good Standing (COIDA). Disqualification: Bids from state employees, companies with state-employed directors, or entities listed in the Register for Tender Defaulters/Restricted Suppliers will be disqualified. Subcontracting requires PRASA’s prior approval.

Contract Terms: Supplier warrants items meet PRASA requirements and are fit for purpose, remaining defect-free for 1 year (or as stated in the order) from acceptance. Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting: Requires PRASA’s prior written approval. The successful bidder (not subcontractor) remains liable for performance. Governing Law: Contract governed by South African law, with non-exclusive jurisdiction of South African courts. Special Conditions: Award is subject to PRASA securing funding and budget allocation. PRASA may cancel the RFQ if funding is not secured. Bidders waive rights to claims if RFQ is cancelled due to funding issues. PRASA will inform bidders of funding progress.
