Functionality will be evaluated based on: 1. Experience in compilation of Forensic Investigations must be attached with 10 points for each similar project in last 5 years. Methodology and project plan with timelines on how the project will be executed in terms of the project deliverables.

• Interim Report: Key findings and urgent recommendations.
• Final Report: Comprehensive analysis, evidence summary, conclusions, and recommendations.
• Presentation to Council: Summary of findings and proposed actions. 4. Legal and Regulatory Compliance. The investigation must comply with: Public Audit Act, 2004 (Act No. ). Municipal Finance Management Act (MFMA). Public Finance Management Act (PFMA). Professional Standards for Forensic Accounting (ACFE SA). IRBA Guidelines and IAASB Standards. South African Academy of Forensic Sciences (SAAFS) Ethical Standards. And any other legislation and/or regulation applicable to the investigation. All procedures must meet statutory requirements and uphold integrity, confidentiality, and evidentiary standards suitable for legal proceedings. 5. Confidentiality. All findings and evidence must be handled with strict confidentiality and in compliance with applicable laws and municipal policies. 6. Timeline. The bidder must propose a realistic timeline for completion, considering access to records and personnel.
