• Submit your bid in a clearly marked, sealed envelope endorsed “SLM RFQ: 42/2026 SUPPLY AND DELIVERY OF REPLACEMENT PARTS COMPATIBLE WITH THE BELL 315SJ TRACTOR LOADER BACKHOE”.

• Scope: Supply and delivery of 16 specific replacement parts compatible with the Bell 315SJ Tractor Loader Backhoe.
• All parts must be new, unused, free from defects, and fully compatible.
• Reference part numbers are provided for identification and compatibility only. Bidders may offer equivalent products if they:

• Are fully interchangeable with the referenced components.
• Meet or exceed the minimum technical specifications.
• Do not require modification to the equipment.
• Are suitable for the intended application.
• Are supported by sufficient technical documentation demonstrating equivalence.

• The Municipality reserves the right to verify equivalence through technical evaluation.
• Detailed minimum technical specifications are provided for each of the 16 items, covering dimensions, materials, construction, and compatibility.

• The definition of a 'competitor' includes any individual or organization, other than the bidder, who has been requested or could potentially submit a bid based on qualifications, abilities, or experience, and provides the same goods/services or is in the same line of business.

• The Municipality reserves the right to request manufacturer's certificates, certificates of conformity, quality assurance documentation, or any other supporting information to verify compliance with the specification.

• The bidder must declare past supply chain management practices, including any convictions for fraud or corruption in the past five years, arrears on municipal rates/taxes for more than three months, or contract terminations due to failure to perform.

• Prices quoted must include all costs associated with supply and delivery: transport, packaging, handling, insurance, off-loading, and any other incidental costs.
• VAT must be reflected separately where applicable.
• Each delivery must be accompanied by a delivery note, valid tax invoice, packing list, and warranty documentation where applicable.
• The Municipality reserves the right to inspect goods upon delivery and reject any non-compliant items.

• All bidders must be registered on the National Treasury Central Supplier Database (CSD).
• B-BBEE Certificates: certified copies are accepted; Sworn Affidavits must be original.
• Specific Goals for preference points include HDI, Locality, and Youth.
• The Municipality’s Preferential Procurement Policy, PPPFA, and Municipal Finance Management Act apply.
• Mandatory declarations (MBD forms 4, 8, 9) must be completed and submitted with the bid.
• No bid will be accepted from persons in the service of the state, and declarations of interest are required.

• The successful bidder must provide a minimum 12-month warranty against defects in materials and workmanship from the date of delivery.
• Defective parts identified during the warranty period must be replaced by the supplier at no additional cost.
• Delivery must be made to the designated municipal stores or workshop within 30 days after receiving the official purchase order.

• Any rejected goods must be removed and replaced by the supplier within 5 working days at no additional cost.
