Submit bids in sealed envelopes clearly marked with 'Bid No: SLM/SCM/06/2026/2027 SUPPLY AND DELIVERY OF ELECTRICAL MATERIAL' and the bidder’s name and address. Deliver to Sakhisizwe Local Municipality, Budget Office, 15 Maclear Road, Elliot, 5460, by 12:00 on 11 August 2026. Bids may not be faxed or emailed. Late bids will be rejected. Use only official forms provided (MBD 1 to 9). All forms must be completed in black ink; corrections must be lined through and initialed. Unauthorized alterations or tip-ex use will disqualify the bid. Bids must remain valid for 90 days. Required documents: Fully completed and signed bid forms (MBD 1-9), latest full CSD report (not older than 3 months), certified copies of ID documents (not older than 6 months), municipal billing clearance certificate or statement (not older than 3 months), proof of residence, and joint venture agreement (if applicable). All alterations in prices/quotes must be signed. Failure to meet these conditions results in automatic disqualification.

The successful bidder must fill in and sign a written contract form (MBD7). The scope involves the supply and delivery of electrical materials as specified in the bid document. Bidders must provide details of similar past projects, including description, contract value, employer name, and contactable references. All goods must conform to the standards mentioned in the bidding documents and specifications.

If inspections are not initially required but later deemed necessary, the purchaser will arrange and pay for testing. If supplies/services comply with contract requirements, inspection costs are covered by the purchaser. Non-compliant supplies/services will result in the supplier covering inspection costs. Non-compliant supplies may be rejected and must be removed/replaced at the supplier’s cost and risk. Purchaser may procure replacement supplies at the supplier’s expense if substitutions are not made promptly.

Bids will be evaluated based on the 80/20 Preferential Procurement Regulations 2022 system. 80 points are awarded to the lowest bid, and 20 points are allocated for specific goals (Black-owned, locality, woman-owned, people with disability). CSD registration is mandatory; submit latest full CSD report (not older than 3 months). Municipal billing clearance certificate or statement (not older than 3 months) is required. Certified copies of ID documents (not older than 6 months) must be provided. No bids will be considered from persons in the service of the state. Contract terms include: Payment within 30 days of invoice submission with delivery note. Prices are fixed for the contract period (3 months) with no adjustments allowed. Penalties for late delivery: 10% of invoice amount may be withheld. Termination for default or insolvency is possible. Force majeure events may relieve the supplier of penalties. Disputes will be resolved through mediation or South African courts. Contracts are governed by South African law and must be in English. Supplier must notify purchaser of delays and may be liable for excess costs if goods are procured elsewhere. Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) must be provided within 30 days of award notification and will be discharged 30 days after contract completion. Warranty: 12 months from delivery or 18 months from shipment, whichever is earlier. Supplier must indemnify purchaser against third-party claims of patent infringement.

Evaluation is based on the 80/20 Preferential Procurement Regulations 2022 system. 80 points are awarded for the lowest price. 20 points are allocated for specific goals: Black-owned company (8 points), locality (8 points: Sakhisizwe Local Municipality = 8, Chris Hani District = 6, Eastern Cape = 4, rest of SA = 2, outside SA = 0), woman-owned company (2 points), and people with disability (2 points).
