• Bids must be delivered by hand to the Budget Office, 15 Maclear Road, Elliot 5460, no fax or email accepted.
• Envelope must be sealed, clearly marked “Bid No: SLM/SCM/60/2025/2026 – CATERING FOR SAKHISIZWE …”.
• All required documents (see list below) must be attached; missing items will lead to disqualification.
• Use the official bid forms supplied – complete in black ink, do not erase entries (strike‑through and initial corrections).
• Submit the sealed envelope no later than 12:00 hrs on 25 March 2026. Late submissions are rejected.
• Tender validity is 90 days from the closing date.
• Required attachments: latest CSD report (≤3 months old), tax clearance certificate or TCS PIN, B‑BBEE verification certificate, proof of women‑/youth‑/black‑ownership and locality (CSD summary or ID copy of directors), company registration, VAT registration, and any foreign‑supplier questionnaire.
• Failure to provide any of the above or to comply with the form‑completion rules may result in immediate disqualification.

• Scoring follows an 80/20 system: 80 points for price (lowest compliant bid receives full 80 points) and 20 points for specific goals.
• Specific‑goal points: Women‑Owned – 2 points, Youth‑Owned – 8 points, Locality (within Sakhisizwe) – 6 points, Black‑Owned – 4 points (total 20).
• Claiming goal points requires supporting documentation (CSD report, ID copies of directors, proof of address, etc.).
• The municipality reserves the right not to accept the lowest bid; overall award will consider both price and preference points.

Scope: Provide catering for the Sakhisizwe State of the Municipality address. Items include:

1. Fried chicken with juice and 2 × rolls – 400 servings

2. Catering plates with juice – 200 servings (includes rice, samp, chicken, beef, 3 vegetables, soft drink)

3. 500 ml bottled still water – 400 units

All items are to be supplied as a one‑off delivery, VAT inclusive. The successful bidder must sign the written contract form (MBD7) and comply with the municipality’s General Conditions of Contract, including standards, performance security, warranty (12 months) and no contract adjustments after award.

• Submit price in Rand, VAT inclusive.
• Include a performance security (bank guarantee or irrevocable LC, or cashier’s/ certified cheque) within 30 days of award as specified in the Special Conditions of Contract.
• Payment will be made within 30 days of receipt of a proper invoice and delivery note, in Rand.
• No price variations allowed after award, except as authorised in the SCC.
• Tender validity: 90 days.
• Bonds/guarantees are required as per the performance security clause.

• Tax compliance: valid Tax Clearance Certificate or TCS PIN (SARS) and/or CSD number.
• Latest CSD report (not older than 3 months).
• B‑BBEE verification certificate (level must be submitted to claim preference points).
• Proof of specific goals: women‑, youth‑, black‑ownership and locality – CSD summary or certified ID copy of directors, proof of address for locality.
• Company must be registered on the Central Supplier Database (CSD).
• No persons in the service of the state may be involved; foreign suppliers must complete the pre‑award questionnaire.
• All required documents listed in the submission guidelines must be attached; failure to do so results in disqualification.
