Renewal of cohesity netbackup software licences, hardware maintenance, and onsite support (3-Year contract)

The State Security Agency (SSA) requires renewal of Cohesity NetBackup software licenses, hardware maintenance, and onsite support for 3 years with annual payments. The existing environment includes NetBackup appliances and software. The scope covers additional licenses, renewal of existing hardware/software maintenance, and onsite support for the Cohesity backup landscape.

Scope: Provide additional Cohesity NetBackup software licenses, hardware maintenance, and onsite support for 3 years (annual payments). Part A (Licenses & Maintenance): Renew existing and add new licenses/hardware support as per the detailed SKU tables (Years 1-3). Support must continue until end-of-life for appliances. For new items, specify annual or 3-year payment (no upfront payments). Part B (Onsite Support): Services at SSA HQ (Pretoria) and 1 remote site (Midrand, Gauteng). Includes: 1) Monthly physical hardware/performance checks (8 hours/month), 2) Bi-annual health-check reports (24 hours/year), 3) Installations/troubleshooting/upgrades/break-fix (240 hours/month), 4) Quarterly best practices review (48 hours/year), 5) 24x7x365 standby (telephonic). Travel costs to/from HQ/Midrand must be included in quotes. Remote access is not permitted; devices may be transported to HQ for repairs.

Bidders must provide transparent pricing by completing all aspects of the Pricing Schedule (Part 3 – Schedule C). Total bid price (incl. VAT) must be transferred to SBD 1. Include a detailed quotation on company letterhead. Pricing must cover all specified items (Part A: Licenses/Maintenance; Part B: Onsite Support). Travel costs for support services must be included.

Mandatory requirements: Company must have 3+ years proven track record in NetBackup software and appliance maintenance/support (provide project/contract references). Company must be Cohesity OEM certified (minimum Preferred Partner level; submit certificate). Onsite support team members must have: OEM (Veritas/Cohesity) certification (submit copies) and 3+ years experience in NetBackup (submit CVs). All items in the specification must be bid on; partial bids will be disqualified.

Submit pricing on SBD 3.1/3.2/3.3 forms, inclusive of VAT. Only firm prices accepted (no exchange rate adjustments). Provide a detailed quotation on company letterhead. Breakdown required for: Part A (3-year licenses/hardware/software maintenance) and Part B (3-year onsite support). Total bid price (incl. VAT) must be clearly stated. All delivery/travel costs must be included. Offer validity: 150 days from closing date.

Offer validity: 150 days from closing date. Payment terms: Annual payments over 3 years. All delivery/travel costs must be included. Failure to provide detailed pricing disqualifies the bid. Government does not accept upfront payments.

Mandatory: Valid Tax Clearance Certificate (SBD 2) or TCS PIN (apply via SARS e-filing). CSD registration required (provide CSD number if no TCS PIN). For consortia/joint ventures, each party must submit separate TCS/CSD documents. B-BBEE: Submit valid B-BBEE certificate or sworn affidavit (EMEs/QSEs) to claim preference points. Security: Bidders must undergo security vetting; personnel require valid security clearances (cost borne by bidder). Oath of Secrecy and Protection of Information Act compliance required. No bids accepted from state employees or entities with state-employed directors/members.

Contract governed by General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). SSA reserves the right to: reject any bid, withdraw services, terminate participation, or accept/reject responses without liability. No rights are conferred by bid participation. Contract validity: 150 days from closing date. SSA may amend quantities during the contract period. Price negotiation may occur with preferred providers. Contract may be awarded in whole or in part.

Evaluation uses the 80/20 preference point system per Preferential Procurement Regulations 2022. Price (80 points): Calculated as Ps = 80(1 - (Pt - Pmin)/Pmin), rounded to 2 decimal places. B-BBEE (20 points): Awarded per status level (Level 1: 20, Level 2: 18, Level 3: 14, Level 4: 12, Level 5: 8, Level 6: 6, Level 7: 4, Level 8: 2, Non-compliant: 0). Mandatory: Bid for all items; 3+ years track record in NetBackup; Cohesity OEM certification (Preferred Partner+); individual team certifications and experience.
