Submit proposals in two sealed envelopes (Technical and Commercial) or online via www.etenders.gov.za. Late or incomplete submissions will be disqualified. Each envelope must include a USB flash drive with the submission. Online submissions must be uploaded timeously; registration should be completed days before closing. No email or fax submissions accepted. Mandatory returnable documents include: Form of Offer (Part 4), separate pricing schedule, proof of CSD registration, and written evidence of compliance with minimum specifications. Failure to submit mandatory documents results in disqualification. Returnable documents for scoring (e.g., B-BBEE certificate) must be submitted to avoid a zero score for that criterion. Essential returnable documents (e.g., Part 5-11, Annexures A-E, Appendix II-III) may allow a grace period but eventual non-submission risks disqualification. All documents must remain valid for the contract duration.

Evaluation occurs in 3 stages: (1) Test for Responsiveness: Must pass administrative check (timely submission, complete returnable documents) and substantive check (completed Form of Offer, separate price schedule, CSD registration unless foreign, and compliance with all 15 minimum technical specifications; 'No' to any specification results in immediate disqualification). (2) Technical/Functionality Evaluation: Must score ≥70% on weighted criteria: experience/references (45%), ATEX certification (40%), project delivery plan (15%). (3) Price and Specific Goals: Price scored using 80/20 or 90/10 system (depending on tender value). Specific Goals points (max 20 for 80/20 or 10 for 90/10) awarded for B-BBEE status (e.g., 51% Black Owned: 10%, SMME: 5%, 30% Black Women Owned: 5%). B-BBEE certificate or sworn affidavit required to claim points. Final award to highest-scoring tenderer unless objective criteria justify otherwise. Post-tender negotiations may occur if pricing is not market-related.

Supply and deliver one new 12,500L Super Sucker mounted on a 6x4 truck chassis to replace obsolete oil recovery equipment at SANPC OPC. Minimum specifications: (1) 6x4 truck chassis; (2) 6mm 316 Stainless Steel superstructure tank with 6% Toro-spherical dished ends; (3) 304 Stainless Steel Dual Cyclone Filters; (4) Vacuum pump: 3100 m³/h @ -0.85 bar Liquid Ring; (5) ATEX certificate for vacuum pump; (6) Pump drive: 130 kW, 1:1.26 output ratio, 1200 Nm torque; (7) 12,500L vacuum tank; (8) 2,500L service water tank for Liquid Ring and HP system; (9) Vibrating device on tank bottom for waste discharge; (10) Vacuum inversion system for forced discharge; (11) 6-inch vacuum/discharge port with 42m hoses (6-inch x 12m + 5-inch x 30m); (12) Hydraulic tipping: 18-ton cylinder, 50° angle, burst valve protection; (13) RSA safety compliance (e.g., earth cable to prevent static buildup); (14) 120 bar high-pressure pump with lance, retractable hose reel, and spray bar inside water tank; (15) Daily maintenance certificates. Pricing must include: registration/licensing fees, new condition, basic service plan, warranty, 1-year service/maintenance agreement, on-site training for 5 operators (2 days at SANPC OPC, Saldanha), guarantees, delivery cost (supplier’s account), and English manual. Delivery: DAP, Saldanha. Equipment must be built locally in South Africa.

Pricing must be in ZAR, inclusive of VAT, and remain fixed for 120 days from closing date. Submit a separate price schedule with detailed breakdown. Include: registration/licensing fees, delivery costs, training, service/maintenance agreements, and guarantees. Discounts must be unconditional to be considered in evaluation. Fixed price offers required; cost price adjustments may be proposed. For foreign payments, use SARB exchange rate from 7 days before closing date and provide beneficiary details (name, bank, SWIFT code, country).

Mandatory compliance: (1) Register on National Treasury’s Central Supplier Database (CSD) before submission; submit SBD1 form (Annexure E). Foreign suppliers without a local entity are exempt. (2) Tax compliance: Must comply with Income Tax Act and VAT Act at submission and throughout contract term. Provide valid tax clearance certificate. (3) B-BBEE: Submit valid B-BBEE certificate or sworn affidavit to claim Specific Goals points (e.g., 51% Black Owned, SMME, 30% Black Women Owned). (4) POPI Act: Must process personal information in compliance with POPI and SANPC’s Privacy Policy; implement technical/organisational measures to secure data. (5) Submit all returnable documents (e.g., Annexures A-E, General Tender Conditions, Safety Compliance). (6) Declare any serious breach of law (e.g., Competition Act) in the past 5 years (Part 10). (7) Joint Ventures/Consortia: Submit signed JV agreement or written confirmation of intent, including % split and responsibilities. (8) Complete and sign all certificates (e.g., Non-Disclosure Agreement, Breach of Law Form).
