Stage 1 – Compliance Check: bids missing any mandatory document (Bidder’s details, SBD 1/4/6.1, company profile, CSD registration) are non‑responsive.

Stage 2 – Functionality Evaluation (50 points total):

• Company experience (up to 15 points) – based on years of operation (≥10 years = 15 pts).
• Key Resource/Team Leader certification (5 pts) and experience (up to 10 pts).
• Reference letters (up to 20 pts) – 4 letters = 20 pts, 3 = 15 pts, etc.
• Minimum score to pass functionality: 35 pts (70 % of 50).

Stage 3 – Price and Specific Goals (100 points total):

• Price – 80 pts (lower price = higher points, fixed price inclusive of VAT, valid for 90 days).
• Specific Goals – 20 pts (points awarded according to ownership percentages as shown in the Specific Goals table).

Overall minimum to be considered: 70 % of total points.

Bidders must meet the functionality threshold before price is assessed.

Scope: Supply, install and configure an advanced audio‑visual system for three boardrooms (Main Boardroom, Office 5 Boardroom, Office 13 Meeting Room).

Deliverables include meeting boards, OPS units, wireless presentation pods, HDMI switchers, cabling, microphones, ceiling speakers, digital mixer, rack, installation fees and consumables – all with a 3‑year NBD warranty.

Project duration: approx. 4 weeks.

Key Resource/Team Leader must hold a relevant AV, electronics or electrical engineering certificate and have ≥5 years experience; provide certification and one‑page CV (Annexure B).

All equipment must be new, fit for Microsoft Teams integration and meet the quantities listed in the specification tables.

• Fixed price only; must be inclusive of VAT and all disbursements.
• Price validity: 90 days from the closing date (see Annexure A).
• No separate bonds or guarantees are mentioned; attach the detailed quotation as required.
• Submit pricing per boardroom as shown in Annexure A, with subtotal, VAT (15 %) and grand total.

• Registration on the Central Supplier Database (CSD/MAAA) with a valid Tax Compliance Status PIN.
• Provide B‑BBEE certificate or sworn affidavit (and supporting documents) to claim preference points.
• Submit proof of ownership percentages for Black Ownership, Black Women, Black Youth and Disability as per Specific Goals table.
• No directors, shareholders or partners may be employed by the State; disclose any such interests.
• Submit all required SBD forms, company profile, CVs and reference letters.
• Bidders must not be listed on the Register of Tender Defaulters or Restricted Suppliers.
