Submit bids by 21 May 2026 at 11:00 to the bid box at Department of Health, 18 College Street, Polokwane, Limpopo. The bid box is open 24/7. Bids must be on official forms provided (do not re-type). Late bids will not be accepted. Use SBD forms (e.g., SBD1, SBD3.2, SBD4, SBD5, SBD6.1). Failure to comply with submission rules may disqualify the bid. Successful bidders must sign a written contract (SBD7).

Evaluation uses the 80/20 preference point system (for contracts up to R50M). Points are allocated as follows: 80 points for price, 20 points for specific goals (e.g., B-BBEE). Price points are calculated using the formula: Ps = 80 (1 − (Pt−Pmin)/Pmin), where Pt is the bid price and Pmin is the lowest acceptable bid price. Bidders must submit proof for specific goals to claim points; failure to do so means no points are awarded. The organ of state may request substantiation of claims at any time.

Scope: Supply, delivery, installation, acceptance, commissioning, and maintenance of low-dose X-ray machines for all Limpopo Department of Health institutions for 36 months. Deliverables include compliant equipment, installation, testing, and ongoing maintenance. Bidders must specify brand, model, country of origin, and confirm compliance with specifications. Delivery timelines and pricing schedules must be provided. Separate pricing schedules are required if delivery points affect pricing.

Pricing must be in ZAR, inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Non-firm prices are allowed with adjustments per the bid document. Price escalations for period contracts use a specified formula (85% of the bid price is adjustable; 15% remains firm). Bidders must provide a breakdown of price factors (e.g., labour, transport) totaling 100%. For imported content, specify financial institution, currencies, exchange rates, and amounts remitted abroad. Adjustments for exchange rate variations use average monthly rates from the bidder’s bank. Offers must remain valid for 365 days from the closing date. Performance guarantees may be required for NIP obligations (if applicable).

Mandatory: Submit a B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points. Tax Compliance: Provide a SARS Tax Compliance Status (TCS) PIN or CSD registration number. For consortia/joint ventures, each party must submit separate TCS/CSD documentation. State employees or entities with state-employed directors/members are disqualified. Foreign suppliers must complete a questionnaire if not RSA-based.
