• Submit a single, bound volume containing all completed returnable documents, the fully priced Pricing Schedule, and the signed 'Offer' section of the Form of Offer and Acceptance.
• Deliver the tender package to: Victor Khanye Local Municipality, Corner Samuel and Van Der Walt Street, Delmas, 2210. Place it in the tender box at this location.
• Closing deadline: 11 August 2026 at 10:00 AM. Late submissions will be returned unopened.
• No two-envelope procedure applies. Do not submit by fax or email.
• You must include an original, valid SARS Tax Clearance Certificate.
• Ensure all pages of the tender document are initialed and all returnable schedules are fully completed and signed.
• Disqualification risks: Tenders will be rejected if the bidder or any director is listed on the Register of Tender Defaulters, has abused the SCM system, failed on a prior contract, or if there is a conflict of interest.

Tenderers must: 1) Have SARS tax compliant status (based on CSD report), 2) Provide municipal accounts for company and all directors showing no arrears >90 days, 3) Have directors not in service of the state, 4) Not be listed on Register of Tender Defaulters, 5) Not have abused SCM systems or failed previous contracts, 6) Have no conflict of interest, 7) Meet functionality criteria (managerial capacity, reliability, experience).

• Scope: Supply and delivery of diesel, petrol, and other accessories to the Victor Khanye Local Municipality.
• Contract Period: 36 months.
• Key Deliverable: Reliable supply of fuel and related items for the duration of the contract.
• The tenderer must have the managerial capacity, reliability, and experience relevant to the nature of the project.
• Bidders must be prepared to make presentations if required.

• Submit a fully priced Pricing Schedule (MBD 3.1).
• The tendered price (VAT inclusive) must be carried over to the Form of Offer (C1.1).
• Rates and prices must be fixed for the contract duration and are not subject to adjustment unless provided for in the conditions of contract.
• All duties and taxes (except VAT) must be included in the rates and prices. VAT must be shown separately.
• Prices must be stated in South African Rand (ZAR).

• Provide a Full CSD Report, not older than 3 months.
• Submit a valid SARS Tax Clearance Certificate (MBD 2).
• Submit the latest municipal account for the business and ALL directors, not older than three months. Accounts must not be in arrears for more than 90 days.
• Submit proof of business and director addresses as per CIPC, or provide acceptable alternative proof (municipal account, lease agreement, or proof of residence for rural areas).
• Complete and submit the following MBD forms: MBD 4 (Declaration of Interest), MBD 5 (Declaration for procurement above R10 million, with latest three years' audited financial statements if required), MBD 6.1 (Preference Certificate), MBD 8 (Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).
• Directors must not be in the service of the State.
