• Submit a single bound volume containing all completed returnable documents, including the fully priced Pricing Schedule and signed Form of Offer and Acceptance.
• Deliver the tender package to: Tender Box, Victor Khanye Local Municipality, Corner Samuel and Van Der Walt Street, Delmas, 2210.
• Closing date and time: 11 August 2026 at 10:00 AM.
• Ensure all pages of the tender document are initialed.
• Complete and sign all Returnable Schedules and Compulsory Municipal Bid Documentation (listed in T2.1).
• Submit a Full CSD Report not older than 3 months (not a summary).
• Submit the latest municipal account for the business and all directors, not older than 3 months, and not in arrears more than 90 days.
• Provide proof of business and director addresses as per CIPC or acceptable alternatives (municipal account, lease agreement, or proof of residence for rural areas).
• No alternative offers are accepted.
• No additional copies are required.
• Tenders submitted by fax or email will be rejected.
• Ensure all certificates, affidavits, and certified documents are not older than 6 months at tender closing.

Tenderer must have SARS Tax compliant status; Municipal accounts for company and all directors must not be in arrears >90 days; Directors must not be in service of the State; Tenderer/directors not listed on Register of Tender Defaulters; Tenderer must not have abused SCM system or failed previous contracts; Must have managerial capacity, reliability, and experience.

• Scope: Supply, delivery, and offloading of hot & cold asphalt, bitumen emulsion product, and consumables on an as-and-when required basis for 36 months.
• Eligibility criteria: Tenderer must be qualified and professionally registered for the consultancy service to be provided, and have managerial capacity, reliability, and experience regarding the nature of the project.
• Bidders must prepare presentations.
• The contract uses a single volume approach.

• Pricing: Rates and prices must be fixed for the contract duration, not subject to adjustment except as per conditions of contract.
• Prices must be in Rand, with VAT shown separately.
• Include all duties and taxes (except VAT) applicable 14 days before closing.
• Complete the Pricing Schedule (MBD 3.1) and carry over the tendered price (VAT inclusive) to Form of Offer (C1.1).
• Submit audited financial statements for the latest three years if required (MBD 5 for procurement above R10 million).

• Provide a Full CSD Report not older than 3 months.
• Submit an original valid Tax Clearance Certificate (MBD 2).
• Complete and submit MBD 4 (Declaration of Interest), MBD 5 (Declaration for procurement above R10 million if applicable), MBD 6.1 (Preference Certificate), MBD 8 (Declaration of past SCM practices), and MBD 9 (Certificate of Independent Bid Determination).
• Submit municipal accounts for business and all directors not older than 3 months and not in arrears >90 days.
• Provide proof of business and director addresses as per CIPC or acceptable alternatives.
• All affidavits and certified documents must not be older than 6 months at tender closing.
• Directors must not be in the service of the State.
• Tenderer must not be listed on the Register of Tender Defaulters.
