Evaluation follows three stages: Functionality, Price, and Targeted Goals (B-BBEE). The total points available for Targeted Goals are as stated in MBD 6.1. Bidders must be qualified and professionally registered for the consultancy service, and must demonstrate managerial capacity, reliability, and relevant experience. Bidders must not be listed on the Register of Tender Defaulters, must not have abused the employer's supply chain system, and must have no conflict of interest.

Appointment of two service providers for the supply, delivery, and offloading of road construction materials, precast concrete products, and road furniture products for the maintenance of Victor Khanye Local Municipality roads and storm water drainage system. Contract period: 36 months.

Prices must be fixed for the contract duration. VAT must be shown separately. Pricing schedule: MBD 3.1 (Pricing Schedule) must be completed and the tendered price (VAT inclusive) carried over to the Form of Offer (C1.1). The tender amount must be stated in words and figures on the Form of Offer. Performance securities may be required before contract formation.

Returnable forms (all must be completed and signed): MBD 2 (Tax Clearance Certificate), MBD 4 (Declaration of Interest), MBD 5 (Declaration for procurement above R10 million, with latest three years audited financial statements if applicable), MBD 6.1 (Preference Certificate), MBD 6.2 (Local Content), MBD 7.1 (Contract form for purchase of goods/works), MBD 8 (Declaration of bidder's past supply chain management practices), MBD 9 (Certificate of Independent Bid Determination). Also required: Schedule 1 (Resolution of Board of Directors), Schedule 2 (Resolution for consortia/JV), Schedule 3 (Special Resolution of Consortia/JV), Schedule 4 (Proposed sub-contractors), Schedule 5 (Commitments of Tenderer), Schedule 6 (Record of Addenda), Schedule 7 (Clarification Meeting Attendance Certificate), Schedule 8 (Compulsory enterprise questionnaire). Valid original Tax Clearance Certificate (or CSD compliant status) required. Municipal account statements for all directors and the registered office (if leased, include lease agreement) must show no arrears exceeding 90 working days.
