Ensure all returnable documents are included. Bids must remain valid for 90 days after closure; extensions may be requested in writing. Non-responsive bids (e.g., inability to deliver at quoted price) risk disqualification. The City reserves the right to negotiate market-related prices with top-scoring bidders or cancel the tender if no agreement is reached.
Evaluation Criteria

Market analysis may be conducted; bidders with non-viable prices must confirm deliverability or face disqualification. Preference points: 6 points for B-BBEE (minimum Level 1 required). The City may negotiate prices with top 3 bidders in descending order of points. Failure to agree on a market-related price may lead to tender cancellation.
