• Submit all required returnable documents listed in the compulsory checklist (MBD forms 1,4,5,8,9, tax compliance PIN or valid CSD registration, municipal account statements, audited financial statements, JV agreement if applicable, proof of B‑BBEE status, etc.).
• All forms must be completed in black ink, no corrections or tip‑ex, and signed by an authorized director or delegated signatory.
• Pricing schedule must be fully completed, signed and initialed; incomplete or unsigned schedules will lead to disqualification.
• Attendance at the compulsory briefing session is mandatory; failure to attend results in disqualification.
• Submit the bid to the address/email specified by the City of Tshwane by the closing date (17 February 2026, 08:00 GMT).

The bid will be assessed in four stages:

1. Administrative Compliance – verification of all returnable documents.

2. Mandatory Requirements – minimum qualifications of the advisory team (legal, financial, economist, project manager, civil/electrical engineers, environmental specialist, procurement specialist) with required years of experience and supporting CVs.

3. Functionality Criteria – scored out of 100 points; a minimum of 75 points required. Points allocated to company experience, project team experience, and individual specialist experience as detailed in the functional matrix.

4. Preference Point System – 80 % price weighting and 20 % specific goals (B‑BBEE level, women‑owned, disability‑owned, youth‑owned, local economic participation). Supporting documents must be provided to claim these points; lack of evidence yields zero points for that goal.

Scope: Provide transactional advisory services for the City of Tshwane renewable energy IPP procurement programme, divided into five phases:

• Phase 1 – Preparatory: Inception meeting, status‑quo and needs analysis, policy framework analysis, initial reports.
• Phase 2 – Tender Specification Development: Draft tender specifications for connection and procurement of renewable/clean energy (minimum 1 MW per project, target 200 MW by 2030), covering technology, point of connection, construction timeline, legal permits, financing, local economic impact, SCADA integration, risk, NERSA registration.
• Phase 3 – Proposal Evaluation: Lead evaluation of received proposals with City officials, shortlist for due‑diligence.
• Phase 4 – Due Diligence: Technical, legal, financial/economic, stakeholder, risk, and environmental assessments of IPP candidates.
• Phase 5 – Procurement Plan & Contract Negotiation: Develop procurement plan, PPA and transmission agreements, participate in negotiations, arrange public participation.

Deliverables include reports for each phase (e.g., inception report, technical due‑diligence report, legal due‑diligence report, economic analysis, stakeholder analysis, risk assessment, environmental report, procurement plan).

• Central Supplier Database (CSD) registration required.
• Tax compliance PIN or proof of tax status.
• Audited financial statements for the last three years (or proof of exemption).
• B‑BBEE certification – minimum level 7; supporting BBBEE certificate or sworn affidavit required for specific‑goal points.
• Compliance with ERA, MFMA, MSA, NERSA, and other relevant legislation.
• Professional registrations: ECSA for engineers, SACPCMP for project managers, relevant qualifications for legal, financial, economic, environmental, and procurement specialists.
• Local content: evidence of women‑owned, disability‑owned, youth‑owned, or QSE status as claimed.
