• Submit the bid in a sealed envelope clearly marked with the tender number (IHLM/132/2025-26/PLAN) and description.
• Deliver the envelope by hand to the Tender Box at 135 Main Street, Flagstaff, 4810 (Municipal Reception) – no courier, fax or email submissions will be accepted.
• All mandatory documents listed in the advert must be attached; missing documents will lead to disqualification.
• Required returnables (as per the advert) include:

– Valid full CSD registration proof;

– Completed and signed Declarations (MBD1‑9);

– Valid SARS TCS PIN or Tax Clearance Certificate (original, not a copy);

– Registration with professional body (e.g., SACPLAN);

– Signed letter confirming no overdue municipal accounts (over 30 days).

• Bids must be received on or before 12:00 hrs on 13 February 2026; late bids are automatically rejected.
• The bid price must remain valid for 90 days from the closing date; any withdrawal after submission may result in liability for additional costs incurred by the municipality.

Scoring is out of 100 points and is divided as follows:

• Functionality (overall) – 100 points

– Project Experience – 40 points

– Capacity & Expertise – 40 points

– Methodology/Proposal – 20 points

• A minimum total of 70 points is required to progress to the price‑evaluation stage (80 % price points, 20 % specific‑goal points).
• Specific Goals (20 points) –

– Black‑owned youth (18‑35 yrs) – 6 points

– Black‑owned women – 6 points

– Black‑owned persons with disability – 2 points

– Black‑owned (general) – 6 points

• The lowest acceptable tender will be used to calculate price points (80/20 system).

Scope of work – Re‑planning of the Nkululekweni settlement (Extension 18)

• Amend the layout plan based on the topographic/technical survey.
• Prepare and submit the town‑planning application for statutory approval.

Project phases

– Phase 1: Inception (1 week, 30 % payment)

– Phase 2: Planning (3 weeks, 50 % payment)

– Phase 3: Execution (1 month, finalisation)

– Phase 4: Close‑out (1 month, 20 % payment)

Duration – 3 months, subject to written extensions approved by the Project Steering Committee.

Legal & standards compliance – Must adhere to the Spatial Planning & Land Use Management Act, Land Survey Act, Sectional Titles Act, CSIR Red Book of Standards and the Ingquza Hill Spatial Development Framework.

Key personnel – Project leader must be a registered Professional Town Planner (SACPLAN) with ≥5 years experience; GIS specialist and technical planner with relevant professional registrations are also required.

• Prices must be firm, inclusive of VAT and all applicable taxes, duties, levies and disbursements.
• Only firm prices will be accepted; non‑firm or exchange‑rate‑dependent prices are excluded.
• Pricing schedule must be submitted for each delivery point (if applicable) and must include delivery costs.
• Cost estimate validity: 90 days from the closing date.
• Payment terms – invoices submitted after each milestone; municipality will pay within 30 days of receipt of a correct invoice and delivery note.
• Milestone payments:

– Inception report – 30 %

– Planning phase (draft reports, maps, design) – 50 %

– Close‑out report – 20 %

• No performance bond or guarantee is explicitly required, but the municipality reserves the right to request one under its SCM policy.

• Central Supplier Database (CSD) registration – full CSD proof must be attached.
• SARS Tax Compliance – valid TCS PIN or original Tax Clearance Certificate (TCC 001) required; each consortium member must provide its own certificate.
• No bidder may be listed on the National Treasury’s Database of Restricted Suppliers or the Register of Tender Defaulters.
• No persons in the service of the state (or their close relatives) may be involved in the bid.
• B‑BBEE specific‑goal documentation – proof of black‑ownership (youth, women, disability) as per the points table.
• Professional registrations – Project leader must be a registered Professional Town Planner (SACPLAN); technical planner (PLATO/SAGC) and GIS specialist (SAGC) must provide registration certificates.
