Scope: Sewer reticulation for Strydenburg Phase 1, Deetlefsville. Required equipment: Proof of ownership or signed lease agreement for Tipper Truck, TLB, Grader, Roller, Water Truck. Quality Assurance: Project execution plan must include methodology, programme, certified laboratory use, and test methodologies. Method statement scoring: Excellent (5), Good (5), Satisfactory (4), Poor (3), None (0).

Project execution plan scoring: Excellent (5), Good (5), Satisfactory (4), Poor (3), No method statement (0). Additional points: Certified Laboratory (2.5), Test methodologies (2.5).

Bidders must submit proof of 5 completed projects of similar nature/size (minimum R10M each). 5 points per project.

Quality Assurance (10 points): Project execution plan evaluated on methodology and programme. Certified laboratory must be used (2.5 points). Methodology for tests must be provided (2.5 points).

Tender document fee: R800.00 (non-refundable). Bank-stamped rating required (Code A-E, not older than 30 days). Payment terms and pricing format not specified.

CIDB grading: Minimum 5CE or higher. CSD registration mandatory (bids may be rejected if not registered). B-BBEE: Certified copy of B-BBEE certificate or sworn affidavit required (failure to submit forfeits preference points). Locality preference: Pixley Ka Seme (10), Northern Cape (6), Rest of SA (2). Key staff: Site Agent/Contract Agent must have National Diploma in Civil Engineering, ECSA Professional Technician registration, and 10+ years experience. Health and Safety Officer requirements: SACPMP certificate (mandatory), minimum 3 years post-certification experience (5 points each). Site Agent/Contract Agent: National Diploma in Civil Engineering, ECSA Professional Technician registration, 10+ years experience (5 points each).
