• Only original signed documents accepted; fax or email submissions will not be considered.
• Complete and return the entire bid document without alteration, modification, deletion, editing or formatting.
• Mandatory returnable forms: Summary of items and bid price, MBD 1, MBD 4, MBD 6.1, MDB 7.1, MBD 8, MBD 9.
• Submit proof of Central Supplier Database (CSD) registration.
• Submit a copy of municipal account not older than 3 months and not in arrears for more than 90 days. If not liable for municipal levies, provide a Sworn Affidavit or valid Lease Agreement.
• Submit manufacturer’s brochure or similar proof of product; failure results in non-responsive tender.
• The contractor must have minimum CIDB grading Level 2 SQ or higher.
• Bids may be awarded in whole or in part, subject to CIDB regulations; quantities may be adjusted per budget.

Minimum CIDB grading of Level 2 SQ or higher is required. The bidder's tax matters must be in order as certified by SARS. Municipal rates and taxes must not be in arrears. Bids submitted by fax or email will not be considered.

• Scope: Supply and install concrete palisade fencing at Kalksloot Cemetery (273m) and Station Cemetery (268m) within Dawid Kruiper Municipality.
• General material requirements:

• Concrete elements: Sound concrete, free of defects; off-shutter finish on three sides, wood-floated on fourth; dimensionally accurate.
• Reinforcement steel: High-yield steel, minimum characteristic strength 410 MPa; clean, free from rust, scale, flux, grease, oil.
• Concrete compressive strength: Minimum 40 MPa for all prefabricated elements.
• Wires: Crimped variety, free from contaminants.
• Pales: Top and bottom angled at 45°.

• Component specifications:

• Posts: 1.8m H x min 220mm W x min 140mm D, tapered to min 70mm; front edge curved; slotted for rails; prestressed with 4mm wires Grade 1550/1700 MPa; wires cut at surface and sealed; top edge angled 45°.
• Pales: 1.2m H x min 70mm x min 100mm, tapered to min 70mm; 2 x 10mm holes for 8mm carriage bolts; spacing ±190mm centres; front edges curved; top & bottom angled 45°.
• Rails: 1.990m L x 75mm H x 150mm W; 9 x 10mm holes for 8mm carriage bolts; to be grouted into posts.
• Bolts and fasteners: All bolt ends burred over; bolt holes filled with cement; all nuts, bolts, washers electro-galvanised (zinc and chrome passivated).

• Installation requirements:

• Labour: Contractor provides all labour for erection and preparation of 1m wide strip along fence line, including clearing trees, bushes, rocks, stumps, vegetation.
• Post foundations: 600mm D x 400mm L x 400mm W; concrete strength minimum 25 MPa.

• Inspection rights: Purchaser may inspect premises and goods; pre-bid testing at bidder’s cost.

• Labour: Provide all labour for erection and clearing 1m strip along fence line (trees, bushes, rocks, stumps, vegetation).
• Post foundations: 600mm D x 400mm L x 400mm W; concrete min 25 MPa.

• Purchaser may inspect premises and goods at any reasonable time.
• Pre-bid testing at bidder’s cost.
• If inspections/tests show compliance, cost borne by purchaser; if non-compliance, cost borne by supplier.
• Non-compliant goods/services may be rejected.
• Warranty: Goods new, unused, latest models; warranty 12 months from delivery or 18 months from shipment, whichever earlier.
• Defects: Supplier to repair/replace at no cost within specified period.

• Quote prices according to price schedules and specifications in Section D.
• Prices must be valid for at least 120 days from bid closing date.
• Prices must be firm and inclusive of VAT.
• All prices must include delivery cost, accommodation and travel cost.
• Payment terms: Purchaser to pay within 30 days after invoice submission; payment in Rand.
• Tax compliance: No contract if bidder’s tax matters not in order; SARS certification required prior to award.
• No contract if municipal rates/taxes/services charges are in arrears.
• Prices may not vary from quoted bid except for authorised adjustments.

• Mandatory CIDB grading: Minimum Level 2 SQ or higher.
• Central Supplier Database (CSD) registration: Proof must be submitted.
• Tax compliance: Submit Tax Compliance Status (TCS) PIN or CSD number; foreign suppliers must complete pre-award questionnaire.
• Municipal account: Submit copy not older than 3 months and not in arrears >90 days; if not liable, provide Sworn Affidavit or valid Lease Agreement.
• B-BBEE: Minimum Level 2 required.
• Declaration of Interest (MBD 4): Must be completed; no bids from persons in service of the state.
• Performance security: Successful bidder must furnish performance security within 30 days of award notification; forms: bank guarantee, irrevocable letter of credit, cashier’s/certified cheque.
• Anti-corruption: Compliance with Prevention and Combating of Corrupt Activities Act; restrictions may apply for corrupt/fraudulent practices.
