Submission is electronic only via the Transnet e-Tender Submission Portal (https://transnetetenders.azurewebsites.net). Bidders must register on the Transnet eSupplier Portal, log intent to bid, and upload documents against the tender. Each upload is limited to 30 MB; multiple uploads are allowed. All pricing must be completed electronically on the e-Supplier portal; paper pricing schedules are not accepted. No telephonic, telegraphic, facsimile, or e-mailed offers will be accepted. Late submissions are rejected. Bidders must submit at least a day before closing to avoid technical issues; Transnet is not liable for bidder technical challenges. Each company must submit under its own registered profile; submissions through another company's profile are disqualified. Joint ventures may submit through any member's profile. Mandatory returnable documents include: valid CIDB certificate (7GB or higher), project manager BSc Engineering certificate (Electrical, Civil, or Mechanical), trade test certificates for Plumbing, Electrician, and Refrigeration/Airconditioning artisans, proof of registration as an Electrical contractor with the Department of Labour (may be subcontracted), COID-A letter of good standing, certificate of attendance at the compulsory clarification meeting, valid Tax Clearance Certificate and TCS PIN, B-BBEE certificate or sworn affidavit (for EMEs/QSEs with 51%+ black ownership), CSD registration proof, Workmen's Compensation Fund letter of good standing, authority to submit tender, record of addenda, schedule of proposed sub-contractors, non-disclosure agreement, RFP declaration form, breach of law declaration, certificate of acquaintance with tender document, service provider integrity pact, supplier code of conduct, two years' audited financial statements, compulsory enterprise questionnaire, and specific goals points claim form. Tenders must be in English. No alternative offers are considered.

Evaluation proceeds in stages: Stage 1 – attendance at the compulsory clarification meeting (certificate T2.2-1.1 signed by Transnet). Stage 2 – CIDB registration at 7GB or higher (or capable prior to evaluation); JV members must all be CIDB registered, lead partner at least one level below required grading, combined grading meets 7GB threshold, signed JV agreement required. Stage 3 – mandatory personnel qualifications and registrations as listed in submission guidelines. Stage 4 – functionality, minimum qualifying score 80 out of 100 points. Functionality criteria and points: Management and CVs of key persons (20 points), Quality Plan (10 points), Company Previous Experience (20 points), Method Statement for General Building maintenance works (30 points), Health and Safety Plan for General Building/Civil maintenance works (20 points). Only bidders achieving the minimum functionality score proceed to price and preference evaluation under the 80/20 preference points system (80 points for price, 20 for preference). Bidders failing any eligibility stage are disqualified. Transnet may conduct a due diligence exercise and risk analysis on the preferred bidder. Tenders are evaluated in parallel; passing one stage does not guarantee passing previous stages.

Scope: provision of preventative, corrective, and emergency maintenance plus minor new works for electrical lights and power, civil, general building, and plumbing services for Transnet Property in Durban and surrounding areas, on an as-and-when-required basis for a period of 24 months. The contract covers general building and civil maintenance works. Bidders must demonstrate experience in similar services (general building maintenance works). Required key personnel: Project Manager with BSc Engineering in Electrical, Civil, or Mechanical; licensed Electrician; Plumbing Artisan; Air-conditioning and Refrigeration Artisan. The method statement must cover health and safety (including PPE), maintenance approach, quality control and assurance, applicable standards and regulations, compliance to maintenance schedules, and compliance to key performance indicators. The health and safety plan must include health and safety policy, hazard identification, and other key elements. No alternative offers are considered.

Pricing must be completed electronically on the e-Supplier portal; no paper pricing schedules accepted. The 80/20 preference points system applies, indicating the tender value is equal to or below R50 million inclusive of all applicable taxes. Bidders must submit two years' audited financial statements. Transnet may request audited financial statements or other documentation for due diligence. Transnet may perform a risk analysis on the preferred bidder, including unduly high or low tendered rates. Transnet is not liable for preparatory costs incurred by bidders. The successful bidder's bid remains valid until a final contract is concluded.

CSD registration: bidders must self-register on the Central Supplier Database and provide their supplier number and unique registration reference number. Tax compliance: valid Tax Clearance Certificate and TCS PIN from SARS. B-BBEE: valid B-BBEE certificate from a SANAS-accredited verification agency, or a sworn affidavit for EMEs/QSEs with 51% or more black ownership. CIDB: valid CIDB certificate with grading 7GB or higher. Department of Labour: proof of registration as an electrical contractor (may be subcontracted). COID: letter of good standing (COID-A) from the Department of Employment and Labour. Workmen's Compensation Fund: letter of good standing for the entity or each JV member. Other mandatory declarations: non-disclosure agreement, RFP declaration form, breach of law declaration, certificate of acquaintance with tender document, service provider integrity pact, supplier code of conduct, compulsory enterprise questionnaire, and specific goals points claim form. Bidders must not be listed on the Register of Tender Defaulters or Transnet/National Treasury restricted lists.
