• Submit bids electronically via the Transnet e-Tender Submission Portal (transnetetenders.azurewebsites.net). Use Google Chrome.
• Register your company profile on the portal and use your own profile to submit. Submitting through another company's profile will disqualify you.
• Upload bid documents against the tender/RFQ selected. You can upload 30MB per upload; multiple uploads are permitted.
• Submit at least one day before the closing date to avoid technical issues. Do not wait until the last hour.
• No late submissions will be accepted.
• Mandatory returnable documents must be submitted by the closing date and time, or your bid will be disqualified.
• All returnable sections must be signed, stamped, and dated.
• For joint ventures, any party may submit using its registered profile on behalf of the joint venture.

Bidder must have a valid Certificate of Acceptability (food business permit) from King Cetshwayo District Municipality. Chef must hold SETA-accredited NQF level 6+ qualification in hospitality/culinary arts. Must provide proof of public liability insurance (min. R2 million per incident). Must be tax compliant and registered on CSD (unless foreign supplier with no local entity). Must submit B-BBEE certificate or sworn affidavit. Must not be listed on restricted supplier databases or have been guilty of serious breach of law in past 5 years.

• Scope: Provision of canteen services for Transnet Port Terminals at the Port of Richards Bay Terminal for a period of three months.
• The detailed scope of work/specifications are attached as a separate document (see 'SEE ATTACHED' in the document).
• Bidders must ensure they review the attached scope.

• Chef Qualification: A SETA-accredited Chef's qualification at NQF level 6 or higher (e.g., National Diploma in Food and Beverage or Hospitality) is mandatory.
• Certificate of Acceptability (Food Business Permit) from the King Cetshwayo District Municipality in the company's name is required.
• No general experience requirements are specified beyond these mandatory documents.

• Pricing must be submitted on the 'delivered nominated destination' basis, inclusive of VAT.
• Refer to the TDPS website for the pricing schedule and supporting documents.
• Prices must be in South African Rand.
• Unpriced disbursements will not be accepted.
• Discounts must be unconditional to be considered.
• Transnet will round final pricing scores to two decimal places.

• Prices must be quoted in South African Rand, inclusive of VAT.
• Pricing must be submitted strictly according to the provided price schedule. Deviation may lead to disqualification.
• Any disbursements not specifically priced for will not be accepted.
• Discounted prices will only be considered in the final evaluation if offered unconditionally.
• Transnet may negotiate prices if the highest scoring bidder's price is not market-related.
• The validity period for bids is 180 business days from the closing date.

• Tax Compliance: Bidders must submit their SARS Tax Compliance Status (TCS) PIN or a printed TCS certificate. If no TCS is available, provide your Central Supplier Database (CSD) number.
• Central Supplier Database (CSD): Registration on the CSD is mandatory. Only foreign suppliers with no local entity are exempt.
• B-BBEE: Submit a valid B-BBEE certificate or sworn affidavit as per DTIC guidelines. This is a returnable document used for scoring.
• Foreign Suppliers: Must complete a questionnaire; if answer is 'No' to all questions, TCS PIN registration is not required.
• COIDA: Submit a valid letter of good standing from the Compensation Fund, indicating the bidder's name and industry (Hotel/Restaurant/Cafe or Catering).
• Certificate of Acceptability (Food Business Permit): Provide a certified copy issued by the King Cetshwayo District Municipality in the bidding company's name.
• Public Liability Insurance: Proof of coverage for at least R2,000,000 per incident for loss, damage, injury, or death.
• Chef Hospitality Qualification: Submit a certified copy of a SETA-accredited Chef's qualification, NQF level 6 or above.
• Legal Compliance: Bidders must comply with all applicable laws, including the Employment Equity Act.
• Disclosure of relationships with Domestic Prominent Influential Persons (DPIP) or Foreign Prominent Public Officials (FPPO) is required.

• Public Liability Insurance required: Minimum coverage of R2,000,000 per incident for injury, death, or property damage.
• COIDA compliance: Letter of good standing from the Compensation Fund is mandatory.
• General compliance with occupational health and safety regulations is expected.

• Contract duration: Three months for canteen services.
• The successful bidder must maintain validity of all returnable documents (including B-BBEE status) for the contract duration.
• Transnet may terminate the contract if documents are not renewed when due.
• Bidders must disclose any serious breach of law in the past five years.
• Standard Transnet terms and conditions apply, including the Supplier Integrity Pact and Non-disclosure Agreement.
• Bidders must complete a Certificate of Acquaintance with RFQ documents.

• Price evaluation formula: Ps = 80 × (1 − (Pt − Pmin) / Pmin).
• This formula is used to score the price component, which carries 80 points.
