Evaluation Criteria
Source: Impact Evaluation Study Specifiaction BAC Approved-1.pdf1. Phase 1 – Primary review of mandatory administrative and compliance documents (Table 4). Bidders failing to submit any required document are disqualified.
2. Phase 2 – Technical/functional compliance (Annexures A & B). Bidders must score at least 70 points out of 100 on functionality; otherwise they do not proceed to Phase 3.
3. Phase 3 – Price (80 points) and Specific Goal (20 points) evaluation. The total score is out of 100.

– Detailed project plan with milestones and timeframes, costed and aligned with the agreed budget.
– Evaluation reports for LAP and COVID‑19 TERS covering impact on beneficiaries, economic/financial effects, and policy recommendations.
– Transfer of research and evaluation skills to UIF staff.
– Valid membership with the South African Monitoring and Evaluation Association (SAMEA) for the bidder and any third‑party sub‑contractors.
– Submission of Annexure I (technical response) – incomplete or missing Annexure I results in immediate disqualification.
– Compliance with any applicable legislation or standards referenced in the tender.
Financial Requirements
