- Submit a written quotation to the agricultural research council (arc) as per the attached terms of reference (tor). - Email your quotation to [email protected] (As per instructions in the email or advert). - Complete and sign the attached revised sbd4 form. - Include the csd registration number and full csd report with your bid proposal. - Complete and sign all standard bidding documents (sbd) forms included in the bid document; failure to do so may result in disqualification. - Submit your quotation on official letterhead, duly signed. - Indicate the validity period of your quotation. - Indicate the delivery date for the goods. - Clearly state warranty particulars (period and extent) for the goods quoted. - If services are required, submit documentation of relevant experience. - Goods/services will only be supplied upon receipt of a purchase order from arc. - NO price adjustments or amendments to delivery particulars will be considered. - Arc reserves the right to accept or reject special terms and conditions, conduct due diligence, and benchmark prices. - The general conditions of contract issued by national treasury and the arc supply chain management code of conduct apply.

- Complete and submit the bidder's disclosure form (sbd 4 - annexure a) as part of the bid. - Ensure all required particulars are provided where declarations are answered yes. - Failure to disclose all csd-registered active companies linked to all directors will lead to disqualification. - The bid must be submitted before the closing date and time. - Any false declaration will result in disqualification. - Bids must be prepared independently and without collusion with competitors. - Do not disclose bid terms to competitors before bid opening or award. - NO involvement in drafting specifications or terms of reference for this bid. - Suspicious bids will be reported to the competition commission and may lead to penalties or restriction from state business for up to 10 years.

Bidders must submit their bids with the required documentation, including a declaration of employment by an organ of state and disclosure of relationships with the procuring institution. Failure to disclose all required information may lead to disqualification.

- Provide a minimum 12-month manufacturer's warranty covering parts, consumables, and labor. - Deliver, install, and commission the ftir spectrophotometer, including training for necsa personnel. - Meet technical specifications: znse optics, spectral range 500–6000 cm-1, diamond atr accessory, heated transmission, dry nitrogen purge, and live spectrum display. - Submit proof of experience with at least 4 similar projects and 2 reference letters. - Ensure staff undergo pre-employment and security screening; foreign nationals must provide passport details at least 4 weeks before site access. - Submit all required returnable documents, including sbd forms, tax clearance, BBBEE certificate, and signed popia agreement. - Comply with the 80/20 preference point system; bidders must score at least 80/100 on technical evaluation to be considered.
