Disqualification risks:

• Any returnable document omitted or incomplete.
• Unsigned alterations to the BOQ, quotation or pricing schedule.
• Bids not clearly marked with the project name and reference number.
• Bids over R2.3 million from bidders not registered for VAT before closing.
• Failure to initial every page of the tender document.

Validity — bids must remain valid and irrevocable for 90 days from closing, extendable in writing.

Bidders must submit a completed original document issued by the municipality, CIPC registration documents, certified ID copies of directors, proof of CSD registration, valid tax PIN printout, fully completed and signed MBD1, MBD4, MBD6.1, MBD6.2, MBD6.4, MBD8, and MBD9, a signed certification letter regarding municipal accounts, and financial statements for the past three years.

Two-stage evaluation:

• Stage 1 — Functionality: minimum qualifying score 70%. Only bidders scoring 70% or more proceed.
• Stage 2 — Specific Goals: 20 points under the 80/20 preferential points system (price 80, specific goals 20).

Functionality scoring (total 100):

• Experience (40 points): signed appointment letters and traceable reference letters, not more than 3 months old, for waste management or related projects of R2,000,000 or above. 4 appointment letters + 4 reference letters = 40 points; 2 + 2 = 20 points; 1 + 1 = 10 points. Fraudulent letters lead to listing on National Treasury's Defaulters list.
• Availability of required waste transportation (30 points):
• Proof of ownership (logbook in director's or company name): 8-ton truck 5, 4-ton truck 5, 1.3-ton truck 10, 1-ton long base bakkie 10.
• Lease or hire agreement (logbook in lessor's name): 8-ton truck 2.5, 4-ton truck 2.5, 1.3-ton truck 5, 1-ton long base bakkie 5.
• Methodology (30 points): site establishment (2), scope of work (2), quality management including Project Manager qualifications (NQF level 4 in Environmental Management/Science/Waste Management certificate and CV) (20), risk management and communication plan (4), time frames and delivery period (2).

Scope — extension of waste management services for 24 months in 7 wards (4, 6, 7, 9, 26, 22 and 29). Includes collection, transportation and safe disposal of all general waste streams except medical and hazardous waste.

Waste collection sites — the municipality establishes sites (cages, concrete slabs, fencing, pedestrian gates, cleaning resources, grass cutting). The service provider must keep sites clean and beautified.

Waste types — mixed papers, cardboard, glass bottles and jars, tins/cans, plastics, metals, wet food stuff, garden waste, broken builders' rubble, broken glass panes, electric waste.

Personnel to employ:

• 16 ward-based beneficiaries (work 5 days/week, 4 hours/day, hourly rate).
• 30 general workers for weekends and public holidays in the CBD (8 hours per working day).
• 2 supervisors for weekends and public holidays (8 hours per working day).
• 1 data collector (5 days/week).
• 1 project manager with Project Management Certificate and waste/environmental related experience (5 days/week).
• 2 drivers (weekdays, weekends and public holidays).

Transportation — provide an 8-ton truck, 4-ton truck, 1.3-ton truck and 1-ton long base bakkie, all roadworthy, caged and suitable for waste. Vehicles must be clean and sanitised; the municipality may inspect and approve transporters. Waste transported from the 7 wards to the EXT 3 disposal site. For kilometres travelled outside the listed wards, Department of Transport tariffs apply.

PPE to provide to beneficiaries — overalls, safety boots, sun hats, reflector vests, rain coats/suits, warm jackets, PVC gloves, dust masks.

Other obligations:

• Provide stipend to Project Steering Committee members per sitting, per month, plus lunch.
• Register employees for UIF and COIDA.
• Provide non-accredited training (First Aid, Occupational Health and Safety) and Waste Management Training NQF Level 2, yearly.
• Provide medical check-ups for all employees at the start of every 12 months.
• Keep records and statistics of collections and disposal, and submit disposal certificates monthly.
• Report monthly to the Waste Information System on waste volumes, recyclables and waste reduction.

Delivery of goods — to Winnie Madikizela Mandela Local Municipality, 51 Winnie Madikizela Mandela Street, Bizana, within 6 weeks of official instruction. Delivery hours 08h00–16h30 Monday to Thursday, 08h00–15h30 Friday. Prices must include delivery and off-loading.

The service provider must collect waste from collection points, keep sites clean, use suitable vehicles, and follow the 'cradle to cradle' principle. They must keep records and statistics for inspection. The provider must employ specified personnel including 16 ward-based beneficiaries, 30 general workers, 2 supervisors, 1 data collector, and 1 project manager. Transportation of waste from 7 wards to the disposal site using specified trucks.

The service provider must display an unquestionable track record and experience in waste management services, with positive feedback from clients. The project manager must have a Project Management Certificate and waste/environmental related experience. The data collector must have Grade 12 and computer literacy. Supervisors need Grade 10 and 2 years' experience.

All materials must comply with SABS codes. Guarantee periods must be clearly indicated. Protective clothing must be of quality standard and replaced within 48 hours of defect. Non-compliance may lead to breach of contract.

Prices must be firm and in ZAR. Bidders must provide a separate pricing sheet for each item for all 24 months. The quoted amount must cover all costs for full completion. The Bill of Quantities records rates for supplies, services, removals, transportation, storage, disposal, and treatment. Pricing instructions are provided.

Pricing format — firm prices only, in ZAR. Non-firm prices or prices subject to exchange rate variations are not considered. Provide a separate pricing sheet for each item covering all 24 months.

Bill of Quantities — records rates for supplies, services, removals, transportation, storage, disposal and treatment. The quoted amount must cover all costs for full completion of the project.

Payment — within 30 days after submission of a valid invoice accompanied by a delivery note, in line with the municipal Accounts Payable Policy.

VAT — show VAT separately as an addition to the tendered total. Bids over R2.3 million require the bidder to be registered for VAT before closing.

Arithmetical errors — amounts in words govern over figures; line-item totals govern over unit rates; the total of prices governs and the bidder may be asked to revise item prices. Quoted rates are not adjusted when correcting errors.

Rates for personnel — payment to consider current EPWP administerial rates. General worker rate per hour (weekends and public holidays); supervisor rate per hour (weekends and public holidays) — Grade 10, 2 years' experience, resident of Bizana; driver rate per day (weekends, public holidays and normal days) — EC driver's licence, 2 years' experience, resident of Bizana.

Mandatory registrations and documents:

• CSD registration (proof required).
• Valid SARS tax compliance status (TCS PIN or CSD number).
• CIPC registration and certified ID copies of directors (not older than 3 months).
• VAT registration for bids over R2.3 million.
• Financial statements for the past three years.
• Signed certification that no undisputed municipal accounts are overdue by more than 30 days.

Local content — minimum threshold 100% for all goods. If any product cannot be sourced locally, this must be specified at submission.

Joint ventures — each partner must submit a separate TCS certificate/PIN/CSD number, plus a signed agreement naming the lead partner.

No bids from persons in the service of the state.

The contractor must adhere to the Occupational Health and Safety Act and the municipality's OHS policy. The contractor must report any unhealthy or unsafe conditions. Section 37(2) agreement for compliance with OHS provisions. Provision of medical check-ups for employees at the beginning of every 12 months.

The service provider must comply with the National Environmental Management: Waste Act and other applicable legislation. The provider must promote waste minimization, recycling, and eco-friendly practices, and report to the Waste Information System. Proper disposal of waste to the end of the waste stream is required.

The contract will be for a maximum period of 24 months, subject to quarterly performance reviews. The municipality reserves the right not to accept the lowest tender or any tender in part or in whole. The service provider is accountable for execution of the scope of work. Breach of contract may lead to cancellation and blacklisting. Payment terms: within 30 days after invoice submission. The contract is subject to the General Conditions of Contract and special conditions.

Bidders must be suitably qualified and accredited. They must score a minimum of 70% on functionality to be considered. Required documents include CIPC registration, certified ID copies, CSD registration, valid tax PIN, completed MBD forms, signed certification of no overdue municipal accounts, financial statements for past 3 years, and proof of local content threshold of 100%. Bids over R2.3 million require VAT registration. Joint ventures must submit tax PINs and a signed agreement.

Bids will be evaluated on the 80/20 preferential points system. Functionality assessment requires a minimum score of 70% to proceed. Stage 1 is functionality, Stage 2 is specific goals. Price accounts for 80 points, specific goals for 20 points.
