• Bids must be submitted on the official forms provided, not retyped.
• For joint ventures, include the original or certified joint venture agreement and authorization certificates from each party.
• Proof of authority to sign (e.g., company resolution) must be submitted.

Companies must be registered on the Central Supplier Database (CSD), tax compliant with SARS, and registered with CIPC. State employees or companies with state employee directors are disqualified. Foreign suppliers must answer a tax residency questionnaire. Bidders must provide proof of authority to sign. Technical compliance with specifications in Section 3.2.15 is mandatory.

• The scope is the supply and delivery of pneumatic tools and water pumps for the Clanwilliam Dam project.
• Bidders must submit technical datasheets/brochures for all items.
• Datasheets must clearly indicate the item being supplied and show compliance with the qualifying specifications set out in 'Technical Information' section 3.2.15.
• Full compliance with all technical specifications is mandatory. Failure to comply renders the bid non-responsive.
• The bid evaluation will confirm compliance as indicated in Section 3.

• The supplier must comply with the use of contract documents and information as per the General Conditions of Contract.
• Inspection rights are reserved as per the contract terms.

• Tax Compliance: Provide your SARS Tax Clearance letter and PIN. If no TCS PIN, provide your CSD number. Application for TCS PIN can be made via e-filing on www.sars.gov.za.
• Central Supplier Database (CSD): Registration is mandatory. Submit your CSD report.
• Company Registration: Active registration with CIPC is required. Submit a copy of your CIPC certificate.
• B-BBEE: Submit an original or certified copy of your B-BBEE Status Level Verification Certificate. Failure to submit forfeits preferential points.
• Local Content: A minimum threshold percentage for local production and content applies (specifically for submersible electric water pumps as per DTI). Complete Annexure C (available on www.thedti.gov.za).
• Foreign Suppliers: If foreign-based, you must answer the foreign supplier questionnaire. If you answer 'NO' to all questions regarding RSA presence/income/tax liability, you are not required to register for a SARS TCS PIN.
• State Employees: Bids from persons in the service of the state, or companies with directors/members who are state employees, will not be considered.
• Authorized Signatory: Provide proof of authority (e.g., company resolution) for the person signing the bid.

• The contract will be governed by the National Treasury General Conditions of Contract (NT GCC).
• Special Conditions of Contract may supplement the GCC and will prevail in case of conflict.
