Evaluation follows a four-phase process using the 80/20 preference points system (Preferential Procurement Regulations, 2022).

• Phase 1 – Mandatory Requirements: Attendance at compulsory site briefing (21 July 2026, 10:00am, Ntabelanga Dam). Completion and submission of SBD 1, SBD 3.1, and SBD 4. Registration with SACNASP/ECSA. Laboratory accreditation (Specialist Certification from Water Institute of South Africa – WISA). Failure on any item renders bid non-responsive.
• Phase 2 – Administrative Compliance: Registration on National Treasury’s Central Supplier Database (CSD). Tax compliance with SARS (verified via CSD/SARS). Active registration with CIPC (verified via CSD/CIPC). Submission of certified B-BBEE Status Level Verification Certificate or affidavit. Completion and submission of SBD 6.1 per PPR 2022. Failure to submit B-BBEE documents forfeits preference points.
• Phase 3 – Technical Evaluation and Specification Compliance: Bidders must confirm compliance with specifications in Table 3 (Section 2). Items include surface water quality monitoring (8 quarterly samples), full chemistry including microbiology analysis (8), in-situ water sampling for listed parameters (8), laboratory analyses (8), reporting (8), and travelling expenses (1). Non-compliance leads to disqualification.
• Phase 4 – Preference Points System: Maximum 80 points for price, 20 points for specific goals. Specific goals points allocation: Women ownership (5), People with disability (5), Youth aged 35 and below (5), Location of enterprise in Eastern Cape Province (2), B-BBEE status level 1 or 2 contributor that is an EME or QSE (3). Points for ownership goals calculated pro-rata based on percentage shareholding. Supporting documents required: Percentage Ownership Affidavit (Annexure 1) for women, disability, youth; Location of Enterprise Affidavit (Annexure 2) with proof of premises; B-BBEE verification certificate or sworn affidavit for EME/QSE.

Scope: Quarterly surface water quality monitoring at Ntabelanga Dam Project in Eastern Cape Province from October 2026 for 2 years (24 months).

• Service: Sample and test 4 specified sampling points quarterly. Testing must be at a SANAS ISO/IEC 17025 accredited laboratory, aligned to SANS 241 standards.
• Compliance: Adhere to National Water Act, Water Services Act, National Health Act, and related regulations.
• Reporting: Interpret results against South African Water Quality Standards and provide quarterly report within/after 7 days.
• Specialist requirements: Must have Specialist Certification from Water Institute of South Africa (WISA). Must be registered with SACNASP or affiliated with ECSA. Must understand SOPs for chemical and microbiological samples. Trained in ISO 5667 sampling techniques. Competent in using water quality parameters (pH, dissolved oxygen, conductivity, turbidity), statistical software, data visualisation tools, and GIS.
• In-situ measurements: Must collect pH, temperature, colour, odour, turbidity, electrical conductivity, and dissolved oxygen.
• Laboratory tests: Full chemistry including microbiology analysis; in-situ water sampling for listed parameters; laboratory analyses for selected parameters.
• Delivery and programme: Samples collected and tested quarterly. Laboratory samples submitted within 12 hours of sampling. Delivery required within 14 days after receipt of purchase order.
• Safety and environmental: Adhere to department safety and environmental policies. Vehicles must be roadworthy; safety attire required for all staff.

• Laboratory must be SANAS ISO/IEC 17025 accredited and align testing to SANS 241 standards.
• Provide proof/certificate that test results are from accredited lab.
• Adhere to National Water Act, Water Services Act, National Health Act, and related regulations.
• Samples must be submitted to laboratory within 12 hours of sampling.
• Testing includes full chemistry including microbiology analysis, in-situ water sampling for specified parameters, laboratory analyses for selected parameters, and reporting against South African Water Quality Standards.

• Payment terms: Payment via Electronic Funds Transfer within 30 days of receipt and approval of original invoice. No cash, cheque, or upfront payments. Payment per delegates trained.

• Department reserves right to purchase only some items or none; quantities may change.

• Foreign suppliers: If not resident in RSA, no branch, no permanent establishment, no RSA income, and not liable for RSA taxation, then no requirement for SARS PIN. Otherwise, must comply.
• State employees: No bids accepted from persons in service of the state, companies with directors in service of the state, or close corporations with members in service of the state.
• Professional registration: Must be registered with SACNASP (South African Council for Natural Scientific Professions) or ECSA.
• Laboratory accreditation: Must use a SANAS ISO/IEC 17025 accredited laboratory.
• Specialist certification: Must have Specialist Certification from Water Institute of South Africa (WISA).

• Submit B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs).
• Preference points: Up to 3 points for B-BBEE status level 1 or 2 contributor that is an EME or QSE.

• Must be trained in proper sampling techniques adhering to ISO 5667 Standards (Water Quality – Sampling).
• Competence in using statistical software, data visualisation tools, and GIS to map resources and track contamination sources.

• Contract duration: 2 years (24 months) from October 2026.
• General Conditions of Contract (National Treasury 2010) form integral part of contract documents.
• Successful bidder must fill in and sign written contract form (SBD7).
• Department reserves right to change services if not satisfied.
