• Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted.
• All bids must be submitted on the official forms provided (not to be re-typed) or in the manner prescribed in the bid document.
• The bid document and the contract document must be completed and returned in their entirety together with the necessary supporting information.
• Submit bids in printed format: 1 Original and 1 Copy.
• Bids must be sealed in clearly marked envelopes/packages indicating which is “Original” and which is “Copy”.
• Mark envelopes/packages with the Tenderer’s name and contact details, Tender Reference Number, and Tender Description.
• Tenders may only be submitted on the tender documentation that is issued.

• The evaluation process will consist of several stages, including Responsiveness, Mandatory Administration Criteria, and Functionality.
• Stage 1: Test for Responsiveness.
• Stage 2: Mandatory Administration Criteria:
• Submit fully completed and signed C.1.1 (Form of Offer section).
• Must have a CIDB contractor grading designation of 7EP or higher.
• Must attend the compulsory briefing session.
• Provide a valid Letter of Good Standing with the Workman’s Compensation Commissioner (COIDA).
• Stage 4: Functionality Evaluation Criteria:
• An overall minimum threshold of 90 points out of 100 must be achieved for the tender to be eligible for further evaluation.
• Bidders failing to achieve the minimum score per criteria will be disqualified.
• Functionality is evaluated based on:
• Company Experience (30 points): Based on previous experience in Medium Voltage Electrical Infrastructure Installations, testing, commissioning, maintenance, and repairs. Requires traceable and contactable reference letters.
• Qualifications for Key Resources (25 points): Project Manager (National Diploma or higher in project management or Electrical Engineering), Electrical Technician (National Diploma or higher in Electrical Engineering - Heavy Current), Electrical Artisan (Trade Test Certificate). Proof of qualifications must be attached.
• Experience for Key Resources (25 points): Project Manager (3+ years in Electrical Infrastructure projects), Technician (5+ years in Electrical Infrastructure projects), Artisan (5+ years in Electrical Infrastructure projects). Proof of experience required.
• Test Equipment (20 points): Includes Very Low Frequency (VFL) Cable Tester, Cable Fault Locator/Thumper, Secondary Current Injector, Phasing Sticks. Proof of ownership, invoice, calibration certificates, or inspection sheets must be provided. Shortlisted contractors will be required to bring test equipment for physical verification.
• Stage 4: Price and Preference (80/20 system for bids up to R50 million):
• 80 points allocated for price based on the formula: Ps = 80(1 - (Pt - Pmin) / Pmin).
• 20 points allocated for specific goals:
• B-BBEE Status Level (various points for levels 1-8).
• Black women majority-owned entities (5 points).
• Company majority owned by people with disabilities (5 points).
• Entity located in provincial/municipal/district where services or assets are procured (5 points).
• Proof required for preference points: Original or certified copy of Valid Sworn Affidavit OR B-BBEE Certificate from a SANAS accredited rating agency. For Joint Ventures, a consolidated B-BBEE certificate is required.

Tender for the maintenance and repairs to medium voltage electrical infrastructure including switchgears, power factor correction system, transformers, ring main units, mini-substations, and cables at O.R. Tambo International Airport for a period of three (03) years.

• Rates and prices shall remain FIXED, final and binding for the full duration of the contract.
• Include in rates and prices all duties, taxes (except VAT), and other levies applicable fourteen (14) days before the closing date.
• Show VAT payable by the employer separately as an addition to the tendered total of the prices.
• Provide rates and prices in Rand unless instructed otherwise.
• Bidders must provide a bank letter of good standing from their bank, preferably with a bank rating for the tender sum.
• Bidders must provide a letter of solvency from auditors or accountants.

• Bidders must be registered with the CIDB in a contractor grading designation equal to or higher than 7EP.
• Joint ventures are eligible if each member is registered with the CIDB, the lead partner has a 7EP or higher grading (or one level below with required recognition status), and the combined grading meets the requirement.
• Bidders must ensure compliance with their tax obligations and submit their SARS Tax Compliance Status (TCS) PIN or a printed TCS Certificate.
• If no TCS PIN is available but the bidder is registered on the Central Supplier Database (CSD), a CSD number must be provided.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS Certificate/PIN/CSD number.
• Submit a valid Letter of Good Standing issued in accordance with the Compensation for Occupational Injuries and Diseases Act (COIDA).
• CIPC Registration documents, Partnership Agreement, JV Agreement and/or Registered Trust Document must be submitted.
