Service and pressure testing of agricultural research pressure vessels

Evaluation will consider the following: General: Applicants must be registered and compliant with South African business regulations. Experience in servicing and testing pressure vessels, particularly in research or agricultural settings, is required. Valid certifications for pressure vessel testing (e.g., from SABS or other accredited bodies) are mandatory. Technical: Proven track record with the listed brands/models or equivalent equipment is required. Access to calibrated testing equipment and trained personnel is mandatory. Ability to work across multiple locations within the PHP Campus is required. Legal: Compliance with the Occupational Health and Safety (OHS) Act and other relevant legislation is mandatory. Valid insurance covering liability for pressure vessel testing is required.

Scope: Service and pressure testing of 17 pressure vessels (autoclaves, boilers, sterilizers, and decontamination plants) at the Agricultural Research Council's PHP Campus. Equipment includes: Industrial Armsco autoclave (G6), Boiler (G6), ALP Autoclave CL32L (C31), Sturdy Industrial SA-300VL Washroom, Sturdy autoclave SA-300VL (L9), Huxley Autoclave HL-340 (L11), Sturdy autoclave HA 300MD (L9), Sturdy autoclave SA-300VL (L30), Lasec Autoclave ALP CL-32L (E3) (two units), Nuve NC90M (E3), JAB Autoclave, JAB QF Boiler, QSS Effluent plant decontamination plant, HIRAYAMA HA-D3, Hospi Sterilizer JDSD 200, and Hospi boiler. Note: Equipment #14 (QSS Effluent plant) has no plate and is marked as 'in progress by QSS'.

• Include completed and signed Standard Bidding Documents (SBD) forms. Failure to do so may result in disqualification.
• Only bidders registered on the Central Supplier Database (CSD) will be considered. Include your CSD registration number and full CSD report with your bid.
• Only bidders claiming specific goals will be considered for scoring on the 20 preference points.
• Clearly state the validity period of your quotation and the warranty particulars for the services.
• Prices must be in South African Rand, inclusive of VAT, delivery, insurance, and all taxes. No price adjustments or amendments to delivery particulars will be accepted.
• Goods/services must be delivered to ARC - PHP, R573 Kwa Mhlanga Road, Pretoria.

• Evaluation will use the 80/20 preference point system as per the Preferential Procurement Policy Framework Act.
• Price (80 points): The lowest acceptable price scores 80 points. Points for other bids are calculated proportionally.
• Specific Goals (20 points): Points are awarded for:

• Ownership by HDIs (51%+): 6 points (80/20) or 3 points (90/10).
• Ownership by Women (51%+): 4 points (80/20) or 2 points (90/10).
• Ownership by Youth (51%+): 4 points (80/20) or 2 points (90/10).
• Ownership by Persons with Disabilities (51%+): 2 points (80/20) or 1 point (90/10).
• B-BBEE Status Level 1-4: 2 points (80/20) or 1 point (90/10).
• Promotion of SMMEs (RDP Goals): 2 points (80/20) or 1 point (90/10).

• Proof of claims for specific goals must be submitted with the bid. Failure to submit proof will result in zero points for specific goals.
• Bidders must comply with all administrative requirements, including completed SBD forms.
• Bidders listed in the Register for Tender Defaulters or the List of Restricted Suppliers will be disqualified.

• Service providers must submit documentation proving relevant experience.

• Prices must be quoted in South African Rand, inclusive of VAT, delivery, insurance, and all taxes.
• No price adjustments or amendments to delivery particulars will be considered after submission.
• The quotation must clearly indicate the delivery date.
• The ARC reserves the right to benchmark prices quoted.
• The validity period of the quotation must be stated.
• Payment terms: Goods/services will be supplied/rendered upon receipt of a purchase order from the ARC.

• B-BBEE compliance: Points are allocated for B-BBEE Status Level 1-4 (2 points in 80/20 system).
