Returnable Documents:

• Mandatory returnable documents must be submitted; failure results in disqualification (e.g., Priced offer, Declaration of Interest Form, Bidder’s Disclosure Form, Preference Points Claim Form, Confidentiality Agreement, B‑BBEE Certificate, disability medical certificate, Tax PIN, Certificate of Incorporation, CSD report, VAT questionnaire, ACSA Terms and Conditions).
• ACSA provides a tracking column for each mandatory document.
• Other returnable documents are required at later stages; non‑submission at the relevant stage may lead to disqualification.
• All submitted information must remain valid for the contract duration; updated documents must be provided promptly if any expire.

Functional Evaluation (Stage 2):

• Bidders are scored on functionality (technical ability, experience, reliability) with a maximum of 60 points.
• Minimum threshold: 60 points overall; failure to reach this disqualifies the bidder from price and preference evaluation.
• Scoring example: Company Experience up to 30 points, proven track record in integrity screening, conflict‑of‑interest checks, and B‑BBEE level evidence.
• Data protection compliance scoring (full compliance = 15, partial = 10, none = 0) contributes to the total of 100 points.
• Preference points: 80 points for price, 20 points for specific goals (B‑BBEE status, black youth‑owned, etc.) under the 80/20 system.

Scope: Provide integrity screening services including cross‑checks against suppliers, directorship registers, SCM registers, whistleblower flags, criminal checks, conflict‑of‑interest and PEP risk profiling.

• Deliverables: Completed screening reports per individual screened.
• Pricing: Fixed rates per individual, inclusive of all costs and VAT.
• Confidentiality: All information exchanged is confidential; recipients must not disclose or use it beyond the stated purpose and must return or destroy it on request.
• Intellectual Property: Use of ACSA branding requires prior written consent; breach may incur a penalty of 2% of annual turnover.

Required compliance documents:

• Central Supplier Database (CSD) report
• Tax PIN confirmation (SARS compliance)
• VAT questionnaire
• B‑BBEE certificate and scorecard or QSE/EME affidavit
• Proof of disability (if claiming related preference points)
• Certificate of Incorporation showing ownership split
• Declaration of interest and PEP/DPIP declaration forms
• Adherence to POPIA and other data protection regulations.
• B‑BBEE specific goal points require evidence of status level (e.g., Level 1 = 5 points, Level 2 = 4.5 points, etc.).
