• All bids must be submitted electronically via https://purcosa.co.za/ (no paper, email or fax accepted).
• Log in with the username/password used to purchase the tender documents, go to “My Tenders” and click “Submit bid”.
• Use the official SBD forms provided; do not re‑type or alter any pages.
• Upload all required documents (completed SBD 1‑6, Tax Clearance Certificate, B‑BEE certificate/affidavit, CSD number, company letterhead, detailed costing).
• Submit the final version only; draft submissions will be rejected.
• Late submissions are disqualified.
• Recommended to upload files early and verify that the upload is successful before the 18 Feb 2026 deadline at 11:00.

• Evaluation is conducted in four phases:

1. Pre‑compliance – check for mandatory documentation (CSD number, Tax Pin, B‑BEE certificate, signed SBD forms). Non‑compliant bids are eliminated.

2. Mandatory – attendance at compulsory site briefing and submission of SBD 3.1 pricing schedule. Missing items result in rejection.

3. Functionality (100 points) – points awarded for reference letters (5‑50 pts) and project‑manager experience (10‑50 pts). Minimum 65 pts required to proceed.

4. Price and Specific Goals (100 points) – 80 pts for price (lowest compliant price scores highest) and 20 pts for preference goals (HDI, women, youth, disability ownership, B‑BEE level, Gauteng location). Preference points are verified via CSD.

• Bids scoring below the thresholds are not considered for award.

Scope: Supply, delivery and installation of animal cages and related accessories for mice, rats, guinea‑pigs and rabbits at the ARC Onderstepoort Veterinary Institute (OVI) campus.

• Cages must be stainless steel or polycarbonate, washable, chemically disinfectable and autoclave‑compatible.
• Required features: leak‑proof water bottles, feeders, litter trays, environmental enrichments, solid floors (no sharp edges), manual and automated (IVC) ventilation.
• Minimum quantities per cage type: 12 units, maximum 120 units (quote per unit; total units may vary with funding).
• Additional items: adjustable stainless‑steel racks (hold minimum 12 cages), stoppable wheels, polyurethane‑coated castors, bumpers.
• All specifications, dimensions and performance criteria are listed in the Scope of Work (Section 4).

• Prices must be quoted in South African Rand (ZAR), exclusive of VAT (VAT to be shown separately).
• Firm prices only – no exchange‑rate or escalation clauses accepted.
• Detailed price breakdown required for each cage type, rack and accessory (see SBD 3.1 pricing schedule).
• 2 % service fee payable to PURCO SA on each invoice (payment within 30 days).
• No price adjustments after submission; bid must remain valid for 120 days.
• Payment on submission of invoice after commissioning of equipment.

• Valid Tax Clearance Certificate (original) and Tax PIN must be submitted.
• Registration on the Central Supplier Database (CSD) with a valid PIN number.
• B‑BEE certificate or sworn affidavit (minimum level 1) required to claim preference points.
• Must be a South African‑registered entity (or have a permanent establishment in RSA) and be in good legal and financial standing.
• No directors or shareholders employed by the State; disclose any conflicts of interest.
• All required SBD forms (1‑6) must be completed, signed and uploaded.
• Compliance with National Treasury General Conditions of Contract.
