Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted. All bids must be submitted on the official forms provided (not to be re-typed) or online. This bid is subject to the preferential procurement policy framework act and the preferential procurement regulations, 2017, the general conditions of contract (gcc) and, if applicable, any other special conditions of contract. Returnable documents include: mbd 1 (invitation to bid), mbd 2 (tax clearance certificate requirements), mbd 4 (declaration of interest), mbd 6.1 (Preference points claim), mbd 7.2 (Contract form – rendering of services), mbd 9 (certificate of independent bid determination), declaration of bidder's past supply chain management practices, and the compulsory enterprise questionnaire. All forms must be completed and signed; failure to submit any required form may invalidate the bid.

Bids must be submitted on the official bid document provided by mpofana local municipality, deposited in the official tender box at 10 claughton terrace, mooi river 3300, before the closing date and time. Emailed, faxed, or late bids will not be accepted. Bids must be clearly marked with the bid number and description. Use of tipp-ex or completion in pencil invalidates the bid; NO pages may be removed; all forms must be completed without amendment. Returnable forms include mbd 1 (invitation to bid), mbd 2 (tax requirements), mbd 4 (declaration of interest), mbd 6.1 (Preference point claim), mbd 8 (declaration of past SCM practices), mbd 9 (certificate of independent bid determination), csd summary report, cipc registration, and proof of professional registration. The successful bidder must sign mbd 7.2 (Contract form – rendering of services). Bidders must also complete the authority for signatory certificate and, if applicable, the joint venture certificate and schedule of proposed sub-contractors. Bidders must submit at least two recent references of similar work on municipality letterhead. Bids may be rejected if the bidder or directors have abused the SCM system, been convicted of fraud or corruption in the past five years, or are listed on the register for tender defaulters. The municipality is not obliged to accept the lowest bid.
