11.1 SALGA may award the contract to more than one service provider on a shared and competitive basis due to the number of meetings or the level of the appointment of a panel service provider to render catering services for a period of twenty four (24) months – SALGA/05/2026 delegations being served at the meeting at a particular time. SALGA will monitor the orders and quality of service through a service level agreement and or gcc’s 11.2 The bidding company is expected to submit a valid certificate of acceptability (coa) for the kitchen where food is prepared. Failure to submit a valid certificate of acceptability (coa) issued in the name of the bidding company for the kitchen where food is prepared will immediately disqualify a bid. SALGA officials will inspect the kitchen of the recommended bidder/s to confirm its existence as per the certificate of acceptability (coa) provided prior to awarding of the bid. 11.3 Sub-contracting is prohibited and food must be prepared only in the designated kitchen/s indicated in the certificate of acceptability (coa). Bidders will be automatically disqualified if false information is discovered during the vetting process. 11.4 Bidders must fully complete the guideline menu for pricing in section 26. Failure to complete this section, will immediately disqualify a bid. 11.5 NO food may be prepared on SALGA premises. 11.6 Meals for special dietary requirements (clearly marked/labelled) must be supplied as and when requested. Please note that clear marking / labelling of the food is expected i.e. Vegetarian, halaal (NO takeaways and a halaal certificate is required), kosher NO pork dish etc. 11.7 High-quality executive linen, cutlery and crockery is also required. 11.8 NO crockery, cutlery and equipment may be washed on SALGA premises. 11.9 Bookings/orders may be for an estimated number of pax from five (5) to two hundred and fifty (250) people (or more) 11.10 Requests for after-hours / weekend/public holiday functions outside SALGA premises must be provided for depending on the availability of the service provider and a separate quotation is to be requested in such instances. 11.11 Only SALGA SCM personnel will place orders for food or make any catering arrangements on behalf of the organisation. 11.12 Unscheduled inspection of kitchens where food is prepared may be undertaken as and when required by SALGA. 11.13 In the case of non-compliance with the conditions of contract, poor performance or unacceptable quality of food / services provided by a contractor, SALGA may appointment of a panel service provider to render catering services for a period of twenty four (24) months – SALGA/05/2026 request the caterer to rectify the situation immediately in addition to any other remedy IT will have in terms of the conditions of the contract. SALGA has the right to cancel the contract in writing within 14 working days should non- compliance with the conditions of the contract, poor performance or unacceptable quality of food/ services provided not be rectified and occur on a constant basis that will result in posing a risk to SALGA. 11.14 SALGA does not accept liability or responsibility whatsoever for any loss or damage that may have been suffered by the successful bidder or its personnel in the performance of the services. IT is the responsibility of the successful bidder to ensure that loss or damages do not occur while crockery, cutlery, table-cloths etc are used on the premises of SALGA. the successful bidder should therefore, provide for necessary supervision.

Submission method: online via the SALGA SCM portal at https://scmportal.salga.org.za/ Closing date and time: 06 october 2026 at 11:00 AM. late submissions will not be accepted. Proposals must be presented in the same order as the requirements appear, section by section, numbered accordingly, with acknowledgement of all clauses. Proposals shall be stipulated sums without escalator clauses or other qualifications. Returnable forms (complete in full, on the original, signed in black ink; do not retype): - sbd 4 (declaration of interest): discloses whether any director or shareholder is employed by the state or connected to anyone at SALGA. - sbd 6.1 (Preference points claim): claims b-bbee preference points under the 80/20 system. - Sbd 8 (declaration of past supply chain management practices): declares past SCM practices; breach summarily nullifies the submission. - Sbd 9 (certificate of independent bid determination): certifies the price was set independently, with NO collusion. - Originally signed copy of the general conditions of contract must be submitted with all bid documentation. Disqualification risks: - failure to provide all or part of the required proposal information may result in exclusion from evaluation. - Failure to comply with any condition of this request invalidates the tender proposal. - Bids must remain valid for 120 days from the date of submission.
