Mandatory CIDB contractor grading designation of 3SQ or higher. Bidders (or joint venture lead partners) must be registered or capable of registration prior to evaluation. Persons in the service of the state, or companies/directors associated with them, are excluded. The bid validity period is 90 days from the closing date.

Scope: Maintenance of Concrete and Steel Palisade Fence, Gates Motors and Roads at Rand Water Various Sites, as and when required.

• The technical requirements are fully stated in the bid documentation.
• Minimum CIDB contractor grading required: 3SQ or higher.
• Joint ventures are eligible provided all members are CIDB registered, the lead partner meets the grading requirement, and the combined grading is equal to or higher than 3SQ.

• Bid validity period: Not more than 90 days from the closing date. Rand Water reserves the right to extend this period.
• Pricing must be submitted in the Pricing Schedule/Bill of Quantities (BoQ).
• For imported equipment/material, convert currency to ZAR using the SARB closing exchange rate one week (7 calendar days) prior to the closing date.
• Rand Water uses a Financial Tolerance Range to assess reasonableness of prices, eliminating excessively high or low bids.

• CIDB registration: Must be registered with the CIDB, or capable of registration prior to evaluation, with a grading designation of 3SQ or higher.
• B-BBEE: Points are awarded based on your B-BBEE status level. Submit a B-BBEE certificate or sworn affidavit (for EMEs and QSEs). Not submitting will result in zero points but no disqualification.
• Tax compliance: Must be verified via SARS.
• Central Supplier Database (CSD) number required.
• Complete SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form).
• Ensure you are not listed on the Register for Tender Defaulters or the List of Restricted Suppliers.

• Pre-qualification: CIDB registration (3SQ or higher) and completed Form of Offer.
• Functionality Criteria (scored out of 100, minimum 70 required):

1. Previous Related Experience (25 points): Submit company reference letters and completion letters (3 for maximum score).
2. Human Resource Capacity (25 points): Submit company organogram addressing resource needs and CVs of Trade test certified Welders (3 for maximum score).
3. Equipment Resource Capacity (25 points): Demonstrate ownership/availability of equipment (e.g., light commercial van, angle grinder, high-pressure washer, mobile generator, welding machine, socket set, wire brush, step ladders for maximum score).
4. Work Breakdown/Schedule/Project Programme (25 points): Submit a detailed maintenance schedule with clear service intervals.

• Price and Preference: 80/20 system. Price scored out of 80. B-BBEE status points out of 20 based on level.
