The tender follows an 80/20 preference point system (80 points for price, 20 points for B-BBEE). Responsive tenders undergo an arithmetic check and a risk assessment. The risk assessment evaluates commercial risk and current workload under the SAFE and ASIDI programmes (bidders are limited to a maximum of 5 projects under construction).

Construction of sanitation facilities at three schools in the Eastern Cape (Mqeni JSS, Nomagqwathekana Comprehensive Technical School, and Shukuma SSS). Required CIDB grading: 4GB or higher. Practical completion is set for 14 weeks from the commencement date.

Pricing must be fixed for the duration of the contract. The employer does not provide insurance; the contractor is responsible for safeguarding works against damages and public injuries.

Mandatory requirements include: CSD registration, valid CIDB registration (4GB or higher), valid COIDA/FEM certificate, and a valid SARS Tax Compliance Status PIN. Bidders must complete all SBD forms (SBD 1, 2, 4, 6.1, 6.2, 8, 9) and the Form of Offer and Acceptance. Failure to complete SBD 6.2 (local content) or provide required returnables will result in disqualification.
