• Method 2 (Functionality, Price & Preference) is used:

– 80 points allocated to price, 20 points to preference (80/20 system) as per Preferential Procurement Regulations 2022.

– Preference points are awarded for HDI (Black ownership) and women‑owned criteria (10 points each) – total 20 points.

• Weighted scoring of returnable schedules:

– Tenderer’s Experience – 30%

– Experience of Key Personnel – 45%

– Method Statement – 15%

– Preliminary Programme – 10%

• Any schedule receiving zero points renders the bid non‑responsive and disqualifies the bidder.

Scope: Detail design, supply, installation, commissioning and hand‑over of the HVAC system upgrade at the Richards Bay Regional Offices.

Contract duration: 12 months.

Deliverables include: design documentation, equipment supply, installation works, testing & commissioning, and final hand‑over.

Reference documents: Standard Specifications (C3.1), Particular Specifications (C3.3), Project Specifications (C3.5), and Site Information (C4.1).

Key personnel must hold mechanical or electrical engineering qualifications (NQF Level 7/6) and be registered with ECSA as Professional Engineer or Professional Technologist.

• Pricing to be submitted according to the Bill of Quantities (C2.2) and Pricing Instructions (C2.1).
• Provide a Letter of Intent from an approved financial institution for the Performance Guarantee (Form of Guarantee – C1.3).
• Submit Tax Compliance Status letter (with SARS PIN) and proof of good standing under the COID Act.
• Include Company Registration Certificate and all professional registration certificates.
• Payment terms are not detailed; refer to the Standard Conditions of Tender (SCM009) for contractual terms.
• Offer must remain valid for 120 days after the closing date.

• CIDB grading of 3ME or higher (must provide CIDB CRS number).
• Key personnel must hold active ECSA registration (Professional Engineer/Technologist).
• Tax Compliance Status (SARS PIN) and COID good‑standing certificate required.
• Central Supplier Database (CSD) number or Tax Compliance Status letter mandatory.
• B‑B‑BEE preference points awarded for Black ownership (≥51%) and women ownership (≥51%); no minimum B‑B‑BEE level imposed, but points affect evaluation.
• All required certificates (company registration, professional bodies, CSD report) must be attached.
• No alternative tender offers will be considered.
